Somalia: New Scandal Faces Somalia Federal Government

The cabinet led by the prime minister of Somalia recently met to discuss a proposed move to replace SKA international running with Favori LLC to manage Aden Adde international airport in Mogadishu.
13/6/2013 the weekly cabinet meeting stated that a Turkish company by the name Favori LLC was to immediately replace SKA in managing the airport.
Several local news outlets reported that the Turkish company was made months ago and has never even operated in an airstrip.

This raised the eye brows of many people including leading media stations in Mogadishu and the news keenly investigated.

Other concerns came out when the government stayed silent and never issued the reasons why the contract of SKA was being terminated as many residents in the capital believed that the company has efficiently managed the airport.

After thorough investigations, it has been revealed that top government officials were involved in corruption scandals in the deal which lead to Favori LLC to gain the contract to manage the airport.

The "dark deal" involved former transportation minister Mr. Muhyadin Kalmoye and prime minister Shirdon.

Sources close to Villa Somalia told us that the president was shocked to hear the contract agreement concluded and passed by the cabinet. The president ordered the of transport ministerial portfolio to removed from former TFG minister to the current communication and transportation minister Mr. Abdullahi Elmoge Hersi.
On 24/1/2013, sources said the Turkish Company has paid $3 before the contract was signed. Half of this was deposited in the central bank of Somalia and the whereabouts of the other half is not yet known
After this amount was paid by the Turkish company, the prime minister of the federal republic of Somalia and businessmen who happen to be close relatives of the president started a secret campaign to award the airport contract to Favori LLC..
Reports add that the prime minister appointed a ministerial committee to facilitate the implementation of the contract.

The committee includes assistant finance minister Mr. Mohamed Hassan. Assistant information minister Ibrahim Yarow, assists minister in the ministry general affairs Lady Nathifo and the permanent secretary of the prime minister's office.

However on 24/6/2013, the committee compiled a report to the prime minister complaining of many loopholes which they said makes the contract unacceptable to the Somali people.

The prime minister dissolved the committee and sacked his own permanent secretary who happen to be a member of the Committee as stated in the report.

The following are the loopholes which obstructed FAVOR from obtaining the airport contract according to a member of the committee who requested his name to be withheld.

1- The company had no experience to operate in an international airport and has never operated in related works.

2- The fact that they find out the proposed company was already involved in a corruption scandal for unlawfully paying large amounts which disappeared in the hands of corrupt officials.

3- The long duration which the company wanted to manage the airport as according to the contract, it stated duration of 20 years.

4- The contract states that government should not tax Favori LLC or ask for income from the airport for duration of 3 years.

5- That the name Favori was a joint name which consisted of two Turkish companies. One company deals with construction while the other one deals with security services. Another local company owned by close relatives of the president by the name Wardhere was also a joint stake holder in the contract.

The Turkish government has cleared the air and denied any involvement in the scandal.
It has warned the Somali government to be careful with companies that pretend to operate under the Turkish government and will not be accounted for in case of future scandals.

The fake companies who pretend to be from the Turkish government are said to be eyeing large amounts of money that the people of Turkey donated to Somalia during the 2011 famine.

This scandal comes at a time when Somalia's central bank was recently accused of corruption scandals by the United Nations.

It is believed that the UN is secretly watching the above scandal and will release a report once the contract is issued to the Favori LLC.
