Ethiopian Academy of Sciences Officially Launched

The Ethiopian Academy of Sciences officially launched on Thursday, June 20, 2013. The Ethiopian Ministry of Science and Technology has pledged to provide the necessary support to the Academy.

Dassie Dalke, Minister of Science and Technology, said at the launching conference, the Academy would create a huge potential to undertake problem solving researches and advance science and technology.

Professor Demissie Habte, President of the Ethiopian Academy of Sciences said, members of the Academy are undertaking various research works that have significant impact on the nation’s development. He also said the Academy would follow a system that would enable the research works put into practice, thereby solve the problems in the society.

The President also indicated that, the Academy is making preparations to host African Academy of Sciences conference to take place in Addis Ababa in November, 2013.

Members of the Parliament, Ministers and other government officials attended the founding conference.

ETHIOPIA: NBE Awarded Oberthur Technologies Currency Printing Contract

The National Bank of Ethiopia have awarded Oberthur Technologies, a French currency printing company,  printing contract of five Birr notes worth three billion Ethiopian Birr, Fortune reported.

The Central Bank selected  the company three weeks ago, out of five companies which participated in the bid. The German-based, Gieseck & Devrient; Switzerland’s, Swiss Crane; the Swedish, EnSKEDE and the UK’s, De La Rue, responded to the tender, along with Oberthur Technologies.

The UK’s, De La Rue, has previously printed one and five Birr notes, whereas Oberthur Technologies had supplied 50 and 100 Birr notes.

The Banks selection committee picked Oberthur Technologies for offering US$22 for 1,000 units of notes.

Oberthur has been in business for almost 200 years.  The company made its name as a printer that took on national projects, such as printing France’s first ever telephone directory.

Putin rules out handing Snowden over to United States

(Reuters) - A former U.S. spy agency contractor sought by Washington on espionage charges appeared on Wednesday to be still in hiding at Moscow's Sheremetyevo airport and the national airline said he was not booked on any of its flights over the next three days.

Edward Snowden fled to Hong Kong after leaking details of secret U.S. government surveillance programs, then flew on to Moscow on Sunday, evading a U.S. extradition request. President Vladimir Putin said on Tuesday he was in the transit area of the airport and he had no intention of handing him to Washington.

"They are not flying today and not over the next three days," an Aeroflot representative at the transfer desk at Sheremetyevo said when asked whether Snowden and his legal adviser, Sarah Harrison, were due to fly out on Wednesday.

"They are not in the system."

Snowden has not been seen in public but Russian officials say he is at the airport, awaiting a response to an appeal for asylum in Ecuador. The logical route to be taken - and one for which he at one point had a reservation - would be an Aeroflot flight via Havana.

The choice of alternative flights, while the United States presses other countries not to take him in or to arrest him on arrival, would be limited.

Putin denied Snowden was being interviewed by Russian intelligence and said any U.S. accusations that Moscow was aiding him as "ravings and rubbish".

That prompted a new extradition demand by Washington, which said there was a "clear legal basis" to do so.

The row threatens to further fray ties between the United States and Russia, which have argued over human rights and Putin's treatment of opponents in a year-old third term and have squared off over Syria conflict in the U.N. Security Council.

Somaliland: Unearthing the New Foreign Policy Chief?

The new Somaliland minister of foreign affairs Dr. Mohamed Bihi Yonis now mandated with spearheading the country's foreign policy is a locally unknown entity which might be a negative which is countered by his international standing as well as abilities, skills and knowledge in diplomacy.

Born in 1947, Dr. Mohamed Bihi Yonis holds a master's degree in public administration from Harvard University and a bachelor's degree in political science from Miami University. He has a diploma in education from the Teachers Training College in Hargeisa and Gohrde College in Germany, and a certificate in conflict management from the Canadian Institute for Conflict Resolution.

In September 2009 United Nations Secretary-General Ban Ki-moon and African Union Chairperson Jean Ping appointed Dr. Mohamed Bihi Yonis as Deputy Joint Special Representative for Operations and Management in the African Union-United Nations Hybrid Operation in Darfur (UNAMID). Mr. Yonis succeeded Hocine Medili of Algeria.

Dr. Yonis's prior peacekeeping experience also includes senior-level assignments in field missions, including serving as the Chief Administrative Officer with the United Nations Truce Supervision Organization (UNTSO) from 2002 to 2006 and the Chief Administrative Officer in the Office of the United Nations Special Coordinator for the Middle East Peace Process (UNSCO) from 2001 to 2002. Prior to service in peacekeeping, he worked for the African Development Bank in Côte d'Ivoire in various senior positions, including the Director and Management Adviser to the President of the Bank and the Deputy Director of Human Resources Management.

Dr. Mohamed Bihi Yonis is married to Halima Mumin, with whom he has four children: Safia Yonis, Zacharia Yonis, Fatima Yonis and Ahmed Yonis.

Somaliland: Crown Hotel to Sue Somtel for Absconding 300 Persons Lunch Booking Plus Damages

Luncheon meant for Sportsmen donated to the Mentally Ill and IDP's after invitees fail to appear.

HARGEISA – Patients at the Hargeisa Mental Hospital and State House IDP camp residents partook to a kingly meal courtesy of the Crown Hotel Management.

The $10 meal a plate good fortune befell the patients and Internally displaced persons-IDP's after 300 guests hosted by Somtel Telecommunicate Hargeisa based hotel as per agreed between 12.30 to 1.30 pm on Monday .

"We were forced to donate the luncheon to the Hargeisa hospital for the mentally ill and state house IDP camp around 2pm after the intended guests failed to appear" said Osman Hindi the hotel's proprietor.
According to the Crown hotel proprietor arrangements which were entered on upon by the hotel and officials from Somtel were put to gear in the early morning with purchase of various items as per the order and staff embarking on preparations.

"The entire staff worked extra hard thus ensure the country's sports cream who had just completed competition at the national sports championships were given the best service possible"

Working tirelessly and having closed the door to its usual lunch customers the hotel management and staff started fidgeting at 12.30 pm when not a member of the host company of Somtel had contacted or visited the hotel to inquire on progress.

"On contacting the senior Somtel officer who had made the arrangements only for him to inform me that he was in Berbera on business"

Armed with this turn of events Mr. Hindi was surprised after contacting another senior Somtel official who informed him that he was busy at a function the company was hosting for sportsmen at the Mansoor hotel.

"With confirmation that the sumptuous luncheon was not to be eaten by the persons the hotel management decided to donate it to patients at the city's mental Hospital and IDP camp because it would have gone to waste" Said Mr. Hindi

After distributing the food the now irate crown management decided to follow up the issue with Somtel who informed that the change of venue was as due to security fears of the youth and sports minister.

"Somtel told me that the change of venue from Crown to Mansoor hotel emanated from the Sports minister who offered to pay the cost difference" said the crown operator.

Mr. Hindi says he now wants Somtel to pay not only for its failure to fulfill its contractual arrangements but other damages including loss of hotel credibility.

"If Somtel had informed us of the change of plans in time we would not be in the position we find ourselves" added Osman Hindi

The Crown owner who says he is in good terms with Somtel company at both a personal and professional level and thus sympathetic to the intrusion of the Telecommunication giants affairs by a government minister intent on gaining mileage by politicizing commercial activities is open to negotiations.

In this context the Hotel management is willing to defer legal charges if at the onset Somtel apologizes for its conduct and agrees to out of court negotiations as per the best route of solving the impasse.

"As for the minister of youth and sports Mr. Ali Saeed Raygal a public apology is the only remedy and nothing else"

The Crown hotel management says they are mostly aggrieved by the minister's insinuations that the Crown hotel smack within the center of the capital city of Somaliland is insecure for him while not an incident of terrorism has ever occurred within its compound.

They are also incensed at the attachment of the hotel to insecurity by a senior official of the government, none the less a minister, of the very administration that is mandated with citizens protection.

Contact with the sports minister initiated by the hotel proprietor ended in a deadlock as the minister says he was not involved in the choice of venue and neither did he term the Crown hotel an insecure place unworthy of hosting such a meeting.

Although Somalilandsun could not access Somtel officials directly, it is privy to third party discussion s with a senior official who apart from informing that Crown Hotel was the company's preferred venue of the luncheon also revealed that the change to Mansoor hotel was at the behest of the sports minister.

While all are free to choose where to dine or host guests the big question is why the Crown hotel management wasn't informed in time and who will bear the cost of luncheon which was feasted on by the neediest?
At the same the nomadic way of making deals in the country makes it difficult for Crown hotel to present documentary proof of the deal with Somtel though again the nomadic way, read handshake, manner shall prevail as usual.

According to one of the coaches invited the purpose of the meeting at Crown later changed to /Mansoor hotel was to facilitate the awarding of the Dahabshil/Somtel company donated car meant for the top goal scorer in the football championship at the just concluded National sports Tournament held in Hargeisa from 2nd to 21st June with 13 regions competing.

The brand new crown vehicle plate # SL 49597 which has remained at the hands of the company three days after the tournament came to an end was submitted to the ministry of sports during the Mansoor hotel meet, thus the ministry's decision on ultimate winner since three players each with 4 goals are in contention.

Nelson Mandela in critical condition days before Obama visit

(CNN) -- Throughout the night, crowds of people stood outside the hospital where former South African President Nelson Mandela is being treated, and among the balloons, posters and cards early Tuesday were dozens of news crews and broadcast vans.

More than 40 vehicles crowded the parking spaces outside the Medi-Clinic Heart Hospital in Pretoria, the South African Press Association reported. Generators hummed and the area was brightly lit for the news organizations doing regular live broadcasts.

Mandela's daughter Makaziwe Mandela left the hospital Monday night, SAPA reported. Other family members, including ex-wife Winnie Madikizela-Mandela and daughters Zindzi Mandela-Motlhajwa and Zenani Mandela-Dlamini, left earlier in the day.

Government officials paid visits as well.

Mandela's wife, Graca Machel, spends every night at the hospital, where the former president has been since June 8 for a recurring lung infection. Previously, authorities had described his condition as serious but stable.

But over the weekend, his health took a turn for the worse, with the South African president's office saying he was in critical condition.
 
The whole world prays for one man 

"The doctors are doing everything possible to ensure his well-being and comfort," President Jacob Zuma told the nation Monday.

The former president's health will not affect U.S. President Barack Obama's planned visit to the country this week, Zuma said, according to the press association.

Mandela, 94, has become increasingly frail over the years and has not appeared in public since South Africa hosted the World Cup in 2010.

Outside the hospital Monday, a security wall was awash with get-well cards, balloons, flowers, cards and paintings, the press association reported.

Ready for the spiritual realm

For Mandela's family, these are very personal times -- times to be cherished as the end nears.

"I believe he is at peace," said Makaziwe Mandela, who was born in 1953 to Mandela's first wife, Evelyn.

"All we do every day is take one day at a time and pray to the good Lord," Makaziwe told CNN's Robyn Curnow.

"All I pray for as a daughter is that the transition is smooth. ... He is at peace with himself. He has given so much to the world."

The anti-apartheid hero has been in and out of the hospital in recent years.

His history of lung problems dates to when he was a political prisoner on Robben Island during the apartheid era, and he has battled respiratory infections since.

Considered the founding father of South Africa's democracy, Mandela became an international figure while enduring 27 years in prison for fighting against apartheid, the country's system of racial segregation.

South Africa's governing African National Congress noted "with concern" Sunday the change in Mandela's health.

"The African National Congress joins the presidency in calling upon all of us to keep President Mandela, his family and his medical team in our thoughts and prayers during this trying time," it said.

A Nobel laureate

In 1993, Mandela and then-South African President F.W. de Klerk jointly won the Nobel Peace Prize.

The iconic leader was elected the nation's first black president a year later, serving only one term, as he had promised.

Even as he has faded from the spotlight, he remains popular and is considered a hero of democracy in the nation. Last year, South Africa launched a new batch of banknotes with a picture of a smiling Mandela on the front.

His impact extends far beyond South Africa. After he left office, he mediated conflicts in Africa and the Middle East.

Word of his worsening health drew global expressions of concern.

"We have seen the latest reports from the South African government that former President Mandela is in critical condition," Caitlin Hayden, a U.S. National Security Council spokeswoman, said in a statement Sunday. "Our thoughts and prayers are with him, his family and the people of South Africa."

Somalia: Lights and shadows (Kenya's Daily Nation Interviews Matt Bryden)

Ongoing efforts to build a lasting peace in Somalia represent one of the greatest challenges facing the Horn of Africa with implications for all of Somalia’s neighbours and countries further afield. How has the government performed so far?

Veteran Somalia watcher and former co-ordinator of the UN Monitoring Group for Eritrea and Somalia, Matt Bryden, spoke to Sunday Nation correspondent Rashid Abdi on this issue and the question of the deadlock over Jubaland, which has become a hot-button issue in Mogadishu and Kismayu.

Q: How would you rate the government’s overall performance in the last 11 months?

A: I think the government came in with a great deal of goodwill and optimism and has set out a very ambitious programme. And one of the problems in setting out such an ambitious programme is that it has, obviously, not been able to meet all of those expectations.

The Six-Pillar Strategy is very broad, and it requires much greater capacity than the government possesses. Most of the objectives the government has set for itself will not be realised in the near-term or even in the medium-term. These objectives will require years (to achieve).

So, there is disillusionment. There is criticism that the government has failed to meet those objectives.

More importantly though, I think the government has lost track of some of its core responsibilities under the provisional constitution. The Somali Federal Government’s (SFG) predecessors — the Transitional Federal Governments that have succeeded each other over few years since 2000 — all failed to accomplish any of the tasks required to set up a stable government.

The constitution is incomplete; the structure of the state is not complete; there is no electoral system yet in place. And so with little more than 36 months remaining in its term of office, it is incumbent upon the SFG to complete all of these tasks.

If you consider that it will take at least 12 months — more realistically 18 — to prepare and conduct elections and a constitutional referendum, then we have 18 months remaining in which the government must complete the groundwork. And unless it is able to focus on those tasks with laser-like concentration, then the SFG is going to reach the end of its term of office without having done what it needs to do under the constitution.

Q: Running out of time, perhaps, but isn’t there a sense too the government may be also complicating matters for itself by fighting over issues that, arguably, distract it from concentrating on those more critical core objectives you have just outlined? I am thinking here of Jubaland? What in your view would be the best way to resolve the Jubaland deadlock?

A: The Jubaland issue has become, unexpectedly, the issue on which this government has chosen to fight for its platform, for its agenda and for its term of office. It is an extremely dangerous and divisive issue for a number of reasons.

The Jubaland dispute revives the clan-based narrative of Hawiye-Darood contestation that fuelled horrific violence in the early days of the civil war. And it involves geopolitical competition between those that believe the government of Somalia should be more closely tied to Igad and the African Union and those that believe the government should look towards the Arab League, the Organisation of Islamic Conference as well as new, non-traditional international partners — which is generating serious friction within the Igad region.

But most importantly, Jubaland is a distraction. The government cannot afford the time and energy to become embroiled in a battle over Jubaland, and I believe it should avoid becoming party to one. The Federal Government has the opportunity to rise above this and to leave such disputes over federalism to the Independent Boundaries and Federation Commission that is to be established by Parliament.

On the other hand, the Jubaland initiative which, to some extent, represents the desire of the people of southern Somalia to have their own regional government is, without question, incomplete, and is based on only one of several legitimate, but very different, interpretations of the federal constitution.

What is needed is a dialogue where the Federal Government can engage with the Jubaland authorities to find ways to enlarge participation in the government that has been recently declared, to discuss the distribution of powers and responsibilities between Mogadishu and Kismayo, and to insist that the final structure of any Jubaland administration will be ultimately resolved under the auspices of an independent and credible boundaries and federation commission.

I think if the Jubaland leadership would agree to enlarge their political base and to accept that the commission will ultimately be able to modify whatever has been agreed before the end of the SFG’s term of office, and before the federal constitution is ratified, then I believe we would be on our way to finding the middle ground.

Q: The Somalia-Somaliland dialogue has been mooted for a while now and preparations are under way for a new round of talks despite the recent ill-tempered row over airspace and aviation issues. How do you assess overall prospects and what would be the outcome?

A: The dialogue between the SFG and before it the TFG and Somaliland is a very positive step. This is the first time a government in Mogadishu and an administration in Hargeisa have recognised one another as parties to a dispute and that they have something to discuss. The fact that the ice has been broken and they are talking to each other is a very important development.

However, it is extremely difficult and the greatest risk in this dialogue is trying to move too fast and arriving inadvertently at a point of disagreement, rupture and recriminations.

So, it is very important that these talks proceed, initially, on a technical basis, exploring common ground, where they look primarily at those issues that are of mutual concern — principally security, airspace, maritime space, commerce, economic issues and the movement of people and goods. These are the kind of things that are happening anyway, but could be formally agreed and codified between them.

When it comes to political issues between them, there is a dichotomy — a diabolical paradox. Both governments see themselves as constitutionally bound to uphold the rule of law.

For Somaliland, that is respect for the declaration of independence in 1991. For the SFG, that is respect for the unity and territorial integrity of Somalia, which is recognised by the AU, the UN and the broader international community. For either of these authorities to shift from those positions would be political suicide. And so neither is able to engage in a political dialogue that leads to an unfavourable predetermined outcome, one way or another.

I think the only way they are going to be able to talk about final status is if the outcome remains open, because peaceful resolution of the unity issue can only be achieved through mutual consent — not coercion.

SOMALIA: Only The Strong Survive


June 25, 2013: Despite the security gains during the last few years, Somalia isn’t safe. It is safer, especially if you are armed or have bodyguards. But if you are unarmed, you are still in danger, especially if you are a foreigner (and seen to have a lot more worth stealing). Too many Somalis are armed and many of those are also deliberately dangerous. It is also dangerous for Somalis, especially if they are journalists or Christians. Al Shabaab gunmen seek out both and often murder them in public. This sort of thing, and the continued presence of some al Shabaab men (and lots more bandits and larceny minded Somali men with guns) is discouraging many of the half million refugees in Kenyan camps from returning home.

The government is pleading with foreign governments (especially Britain and the U.S.) to let up on new banking regulations that cut off cash transfers to Somali money transfer services that will not or cannot comply with new rules meant to halt the use of these firms to move money for terrorists and other criminals. About a quarter of the Somali GDP comes from these transfers from Somalis outside the country.

The piracy problem off Somalia has declined so much in the last two years that in 2012 there was actually more pirate activity off West Africa. Over the last five years Nigeria (and neighboring countries) have seen a steady growth in piracy incidents. Last year ships containing 966 sailors were attacked off West Africa while off Somalia only 851 sailors were threatened. Nigerian pirates rarely try to ransom ships but instead prefer to loot them. This sometimes includes meeting with another (pirate controlled) ship to transfer cargo (bulk or oil) at sea. That sort of thing rarely happens off Somalia.

The fighting in Jubaland continues, with lots of gunfire and few casualties. It is mainly about who will control the port of Kismayo, which is the second largest in Somalia and a cash cow for whoever controls it. Local clans cannot agree on who will get what and that has turned Kismayo into an occasional battleground.

June 23, 2013: The Somali government warned foreign fishing boats that if they don’t apply for, and pay for fishing permits, their boats will be subject to seizure in Somali waters and the crews will be arrested until fines are paid. The government has been trying to create a new coast guard for work like this. Foreigners fear that the new permit system will turn into another extortion scam.

June 22, 2013: In the south (Lower Juba) a new peacekeeper base (manned by Sierra Leone troops) was attacked with RPGs and gunfire. There were no casualties and Al Shabaab took responsibility.

June 21, 2013: Two al Shabaab factions are fighting each other in central Somalia (near the town of Hudur, capital of the Bakool region). Al Shabbab has controlled Hudur on and off for over five years. A local militia was supposed to provide security but these fellows are often intimidated when large groups of heavily armed al Shabaab men roll into town. The government has been working with the militia to improve their effectiveness.  Meanwhile, the local al Shabaab forces have been taking a beating and now different factions are fighting each other.

In northern Kenya two Somali clans have been fighting in and around a refugee camp for the last few days. This has left at least 16 dead and two dozen wounded. The fighting was apparently over a several issues that have caused retaliatory attacks and growing violence between the Garre and Degodia clans over the last few months.

June 20, 2013: In northern Kenya police seized a truck seeking to enter Somalia while carrying 27 tons of chemicals, some of them used in making explosives for terrorists. The shipment had recently arrived in the Kenyan port of Mombasa and may have been legitimate. Police are still investigating.
In Brava (220 kilometers down the coast from Mogadishu) at least six al Shabaab men died as two Islamic terrorist factions fought each other outside the town. Over the last two years al Shabaab has lost control of nearly all towns they once occupied and lived off, forcing the remaining Islamic terrorists out into the countryside where there was a lot less to steal.

June 19, 2013: In Mogadishu al Shabaab gunmen attacked a UN compound, leaving 14 dead and dozens wounded.

June 17, 2013: In the Kenyan port city of Mombasa police raided a house believed to be occupied by Islamic terrorists. Two men found there fired at the cops and were killed during a brief gun battle. The two dead men were believed to be members of al Shabaab and responsible for some recent terrorist activity in the area.

June 15, 2013: In Wanlaweyn (90 kilometers inland from Mogadishu) seven were killed and 12 wounded when a bomb went off in a tea shop popular with soldiers. Most of the casualties were civilians. 
  
June 14, 2013: In the southern port city of Kismayo at least ten people have died from clan violence over the last few days.

Terror financing fears stop transfers to Somalia

More than 100 Somalia-focused researchers and aid workers on Monday also signed a letter urging Britain to work with Barclays to find a way to work with Dahabshiil and other firms.

AP - Somali money transfer businesses asked the British government to stop Barclays bank from closing their accounts in Britain, a move Somali officials and bankers said threatens remittances.
 
Diaspora remittances are Somalia's biggest foreign currency earner and many of its 10 million people rely on the $1.2bn or so sent to the nation every year.
A Somali official said on Monday cutting that "lifeline" could hurt fragile efforts to stabilise a nation battling an Islamist insurgency. Somalia analysts said it could encourage the use of illegal and untraceable routes if other channels were blocked.
Barclays said in a statement it was stopping offering banking services to some Somali transfer firms due to fears funds might end up in the hands of "terrorists" in a nation that is slowly emerging from two decades of civil conflict.
"It is recognised that some money service businesses don't have the proper checks in place to spot criminal activity and could therefore unwittingly be facilitating money laundering and terrorist financing," it said without naming the firms.

Somali Central Bank Governor Abdusalam Omer told Reuters in Nairobi that Somalis in Britain sent an estimated $500m a year in remittances, a vital stream of funds now threatened.

"It's a lifeline. Probably one quarter of Somalia's GDP is from remittances," he said. "There are about 2 million people who receive some support from the diaspora and that goes into buying food, shelter, medicine, schooling."

In Mogadishu, where commercial banking disappeared in the early 1990s after the fall of dictator Mohamed Siad Barre, firms such as Dahabshiil fill the gap offering money transfer services used by Somalis and international agencies sending cash.

Dahabshiil, one of Somalia's best known firms with agents in Britain and offices in Dubai and other African states, said it had been told its Barclays account would be closed.

Dahabshiil Chief Executive Abdirashid Duale told Reuters that stopping remittances "sends the wrong signal about the recovery that the country needs." He called for the US and British authorities to step in to help reverse the decision.

More than 100 Somalia-focused researchers and aid workers on Monday also signed a letter urging Britain to work with Barclays to find a way to work with Dahabshiil and other firms.

"This [cut in service] will only encourage people to send funds through illegal, unsafe, and untraceable channels, thereby potentially making the problem of support to proscribed parties much more serious," said the letter.

The Somali Money Services Association (SOMSA) said 12 of its 17 Britain-based members had lost accounts with major banks in Britain, such as Barclays and London-based HSBC.

HSBC said it was pulling out from offering services to money transfer firms globally, adding this policy began last year.

"We shall not survive if Britain stops the money flowing," said Anab Mire Hussein, a mother of nine with a snack kiosk in Mogadishu. "I live on monthly cash from my son in London."

DUBAI, United Arab Emirates — Qatar's ruler formally handed power Tuesday to his 33-year-old son to cap a carefully crafted transition that puts a younger generation in charge of the Gulf nation's vast energy wealth and rising political influence after the upheavals of the Arab Spring.

The 61-year-old emir, Sheik Hamad bin Khalifa Al Thani, used a televised address to note repeatedly the importance of shifting leadership to more youthful hands – an indirect acknowledgment of the demands for reforms opened by the uprisings that have swept the region.

The Western-backed Gulf Arab rulers have managed to remain intact, but have displayed their insecurity by launching crackdowns that have included arrests over alleged anti-state plots and social media posts deemed insulting to the leadership.

"The future lies ahead of you, the children of this homeland, as you usher into a new era where young leadership hoists the banner," the emir said as he announced the anticipated transition to the British-educated crown prince, Sheik Tamim bin Hamad Al Thani.

As part of taking on the mantle, Sheik Tamim will begin the process of putting together a new government that may be in direct contrast to the old guard leaders across the Gulf. Qatar has given no official explanation on the transition – which had been widely expected for weeks – but Sheik Hamad is believed to be suffering from chronic health problems.

Sheik Tamim is not expected to make any immediate policy shifts for Qatar, which has used its riches to become one of the world's most politically ambitious countries. It has served as a powerful player in the Middle East, giving key support to rebels in Libya last year and now in Syria. Qatar also has broken ranks with other Gulf states to offer help to the Muslim Brotherhood, which rose to political dominance in Egypt.

In an important sign of continuity and shared goals, the outgoing emir and Sheik Tamim stood shoulder to shoulder and greeted members of the ruling family and others following the address.

Sheik Tamim has been closely involved in all key decisions since 2003, when Tamim became the next in line to rule after his older brother stepped aside. The outgoing emir is expected to remain a guiding force from the wings.

"Sheik Tamim will be driving his father's car, which is already programmed on where to go," said Mustafa Alani, a political analyst at the Gulf Research Center in Geneva.

But the transition – a rarity in a region where leadership changes are nearly always triggered by deaths or palace coups – also sends a message the wider Middle East. It appears a sweeping response to the Arab Spring upheavals and their emphasis on giving voice to the region's youth, and reinforces Qatar's bold-stroke political policies.

"The time has come to turn a new leaf in the history of our nation," the outgoing emir said in his address, "where a new generation steps forward to shoulder the responsibility with their dynamic potential and creative thoughts."

Under Sheik Hamad, who took power in a bloodless coup in 1995, Qatar has been transformed into a political broker and a center for global investment with a sovereign fund estimated to be worth more than $100 billion. Its portfolio includes landmark real estate, luxury brands and a powerful presence in the sporting world. Tiny Qatar also defeated rivals including the U.S. to win the rights to host the 2022 World Cup.

Qatar has played a role as mediator in conflicts such as Sudan's Darfur region and regional disputes including Palestinian political rifts. Qatar this week hosted a Syrian opposition conference attended by U.S. Secretary of State John Kerry and is the venue for possible U.S.-led peace talks with Afghanistan's Taliban.

In another sign of Qatar's risk-taking policies, it allowed an Israeli trade office – effectively a diplomatic outpost – for years before ordering its closure following Israel's incursions into Gaza in late 2008.

But Qatar has faced criticism from rights groups for joining the Gulf-wide crackdowns on perceived dissent since the Arab Spring. In one of the most high-profile cases, Qatari authorities have jailed a poet whose verses included admiration for the uprisings. In February, the sentence for the poet, Muhammad ibn al-Dheeb al-Ajami, was reduced from life to 15 years.

Christopher Davidson, an expert in Gulf affairs at Britain's Durham University, believes some of the tough measures by Qatari officials reflect internal squabbles with hardliners trying to exert their influence. Such groups could be among the first housecleaning targets by the new emir, he predicted.

"Tamim is seen as focused on domestic issues first," said Davidson. "One of the main tasks will be to establish a new social contract with the population ... What kind of opposition is allowed and what is not will be part of that."

In Tehran, Foreign Ministry spokesman Abbas Araghchi told reporters that Iran supports any moves by Qatar that bring "peace and tranquility" for the region. Relations between the two nations have deteriorated over Syria, where Tehran remains strongly on the side of key ally Bashar Assad.

URGENT NEWS: Russia rejects US claims it harbored Edward Snowden, fugitive former US spy agency contractor

Russia has called US claims that it harbored Edward Snowden, the fugitive former American spy agency contractor "unfounded and unacceptable."

Russia has called US claims that it harbored Edward Snowden, the fugitive former American spy agency contractor "unfounded and unacceptable."

Despite media reports that Snowdon had flown to Moscow from Hong Kong on Sunday, Russian Foreign Minister Sergei Lavrov insisted he had not crossed the Russian border, USA Today reported.
Washington believes Snowdon — charged with disclosing secret US surveillance programs  — is in Moscow waiting for news of an asylum request to Ecuador.

Several media outlets have pointed out that the 30-year-old American could be in the transit transit area of Sheremetyevo airport and technically not on Russian territory, though no one has been able to confirm he is there.

Reuters wrote that he indeed flew to Russia on Sunday from Hong Kong but had not been seen in public.

He then failed to board a flight bound for Cuba on Monday afternoon.

BBC cited a source as saying that he was traveling with Wikileaks legal researcher Sarah Harrison.
Julian Assange, the anti-secrecy website's founder, said Monday that Snowden was safe, although "due to the bellicose threats coming from the US administration we cannot go into further detail at this time."

Assange was speaking via teleconference from the Ecuadorean Embassy in London, where Assange is holed up — he says because of US ambitions to extradite and try him for treason.

Assange said:
"We are aware where Mr Snowden is, he is in a safe place and his spirits are high." 
Meanwhile, Lavrov said US attempts to blame Russia for his disappearance were "groundless".
"We are in no way involved with either Mr Snowden, his relations with US justice, nor to his movements around the world."
Washington has already taken China to task over allowing Snowdon to leave Hong Kong, against their wishes that he be detained and handed over to US authorities for extradition.

Secretary of State John Kerry has dubbed Snowden a traitor to his country and warned both Russia and China that their relations with the US might be damaged by their refusal to extradite him.

Afghan Taliban assault in Kabul secure zone

Afghan security forces have put down a militant gun and bomb attack near the presidential palace, in one of the most secure areas of Kabul.

Officials say four insurgents and three security guards died. The Taliban say they carried out the attack.

President Hamid Karzai was in the palace, but the target appears to have been the nearby Ariana hotel, which houses a CIA station.

This is the latest in a string of attacks on Kabul in recent months.

Most recently a suicide bomber in the capital targeted a prominent Afghan politician on 18 June, just hours before Nato formally handed security responsibility to the Afghan forces.

With this attack the Taliban infiltrated one of the most heavily-guarded areas of the capital, with several key buildings such as the defence ministry and Nato headquarters located very close by.

The Afghan Taliban have showed no sign of abating their assault on security targets, despite last week's announcement that they had set up an office in the Gulf state of Qatar for peace talks.

In another attack on Tuesday, at least 10 civilians, including eight woman were killed when a roadside bomb hit their vehicle in Afghanistan's southern Kandahar province.

President Karzai raised strong objections to the Taliban office, saying the flag and nameplate initially erected at the building showed they were trying to portray themselves as a government-in-exile.

Officials say the High Peace Council, the Afghan government body set up to lead peace efforts, would not take part unless the talks process was "Afghan-led".

News conference

The attack near the presidential palace, in the central district of Shash Darak, began at about 06:30 local time (02:00 GMT).

The militants initially targeted the palace's eastern gate - a few hundred metres from the actual building - where dozens of journalists had gathered for a news conference with Mr Karzai scheduled for 09:00.

The BBC's Bilal Sarwary, who was among the crowd of journalists, says they were forced to run for cover as bullets flew overhead.

The journalists heard several explosions, and reports said grenades were being thrown. Tolo TV reported as many as 14 blasts.

Our correspondent says the area around the palace, which is patrolled regularly throughout the day by special forces and intelligence agents, is now under lockdown.

Taliban spokesman Zabihullah Mujahid said in a text message: "A number of martyrs attacked the presidential palace, defence ministry and the Ariana Hotel."

The Ariana Hotel is known to house a CIA station.

Kabul's police chief, Ayub Salangi, said the attack was brought to an end just under two hours after the first shots were fired.

Four attackers wearing uniform and carrying fake ID cards began the attack, with one blowing himself up, a defence ministry spokesman told the BBC. They were eventually killed by private security forces attached to the hotel.

The Nato-led International Security Assistance Force, whose headquarters is also not far from the scene of the attack, wrote on Twitter that the Afghan National Security Forces had led "the response efforts".

Last week, Afghan forces assumed security responsibility for the whole of the country for the first time since the Taliban government was ousted in 2001.

International troops will remain in Afghanistan until the end of 2014, providing military back-up when needed.
