In order Telecom operators to make business; having only telecoms equipment is not enough.
They need the Airwave. Without the Airwave (spectrum), they cannot
make a penny even if they have the most sophisticated equipment.
The public owns it and the authority has to protect the interest of
the public. Radio Spectrum is a precious and scarce resource in the
information age. It is this valuable and scarce commodity the Telecoms
operators need to be in this business. The Telecoms operators cannot
have both ways: 1. not to pay the cost of using publics Airwaves to
enrich themselves and 2. To fleece the public of the little money they
get. Few people have disposable income.
Somaliland's based Telecoms operators don't talk about the tariffs –
how much they charge per minute- This information should have been
available for the public and the ministry of telecommunication should
have been aware of it. According to any telecoms law, no telecoms
operator should raise or decrease the tariffs without the approval of
the Ministry.
Recently, Somtel unveiled new charge for mobile phone voice and data.
Daytime calls 100 minutes/dollar, 300MB/dollar for computers and
150MB/dollar for mobile internet. They said, this is an increase of
bandwidth 5 times for the computers and 3 times increase of bandwidth
for the mobile phone. Wow, they must be making a lot of money. If we
look at the bandwidth, they are offering. Mobile bandwidth is less,
because many people has mobile phone. Good business moves for the
operator financially, bad for the public's wallet. 300MB (M. Stands for
Mega =1million,B. stands for Byte) will let you download about 40
articles – each article= this one you are reading now-. If you download
video, it won't last you that long. You need to spend more money. The
100 minutes/dollar or 150 minutes/dollar, for voice will be 1 hour,
40minutes and 2hour, 30minutes (media printed both 100m.and 150m for
daytime calls, Don't know which number is right).
We know how much our people love to talk. At least, each of them has
to spend $2 a day, which is $60 a month only for voice. Those who browse
the internet, they have to spend more money. Multiply it times the
population and you will realize how big telecoms business is.
Unfortunately our government has no capacity or competence to handle and
manage this telecommunications sector.
If you have a smartphone or Laptop and use them for video streaming,
social networking, GPS and mapping, which are high bandwidth data
services you need more than 150 MB or 300MB. They will last in 2 days.
To download an article one page and half, it is 21 to 30 KB (k stands
for kilo=1000). If you want to download a song it is 3.5 MB, to download
a movie it is 700MB. I wrote these 3 examples to show you how telecoms
business is big and the government's coffin is empty.
The absence of regulation has led to problems with frequency spectrum
coordination and interconnection between networks. It created
uncompetitive environment and interference among rival signals.
The government has to look into this telecoms sector and come up with
strategy. Strategy which will set the stage for policy and regulatory
measures which will define any vision agreed upon. This Telecoms sector
is too important to ignore it. Our national security and Nation's
development depend on it.

AP EXCLUSIVE: Taliban offer to free US soldier in exchange for Afghans held at Guantanamo
ISLAMABAD, Pakistan — The Afghan Taliban are ready to free a U.S. soldier held captive since 2009 in exchange for five of their senior operatives imprisoned at Guantanamo Bay as a conciliatory gesture, a senior spokesman for the group said Thursday.
The offer follows this week’s official opening of a Taliban political office in Doha, the capital of the Gulf state of Qatar.
The only known American soldier held captive from the Afghan war is U.S. Army Sgt. Bowe Bergdahl of Hailey, Idaho. He disappeared from his base in southeastern Afghanistan on June 30, 2009, and is believed held in Pakistan.
In an exclusive telephone interview with The Associated Press from his Doha office, Taliban spokesman Shaheen Suhail said on Thursday that Bergdahl “is, as far as I know, in good condition.”
Suhail did not elaborate on Bergdahl’s current whereabouts. Among the five prisoners the Taliban have consistently requested are Khairullah Khairkhwa, a former Taliban governor of Herat, and Mullah Mohammed Fazl, a former top Taliban military commander, both of whom have been held for more than a decade.
Bergdahl’s parents earlier this month received a letter from their son who turned 27 on March 28 through the International Committee of the Red Cross. They did not release details of the letter but renewed their plea for his release. The soldier’s captivity has been marked by only sporadic releases of videos and information about his whereabouts.
The prisoner exchange is the first item on the Taliban’s agenda before even opening peace talks, saidn Suhail, who is a top Taliban figure and served as first secretary at the Afghan Embassy in the Pakistani capital of Islamabad before the Taliban government’s ouster in 2001.
“First has to be the release of detainees,” Suhail said when asked about Bergdahl. “Yes. It would be an exchange. Then step by step, we want to build bridges of confidence to go forward.”
Meanwhile, U.S. Secretary of State John Kerry was expected in Doha ahead of Saturday’s conference on the Syrian civil war.
While in Qatar, Kerry is also expected to meet with the Taliban but timing was unclear. On Wednesday in Washington, State Department spokeswoman Jen Psaki said the U.S. had “never confirmed” any specific meeting schedule with Taliban representatives in Doha.
Prospective peace talks are also still in question, especially after Afghan President Hamid Karzai became infuriated by the Taliban’s move to cast their new office in Doha as a rival embassy.
The Taliban held a ribbon-cutting ceremony Tuesday in which they hoisted their flag and a banner with the name they used while in power more than a decade ago: “Political Office of the Islamic Emirate of Afghanistan.” Later, the Taliban replaced the sign to read simply: Political office of the Taliban.
At the ceremony, the Taliban welcomed dialogue with Washington but said their fighters would not stop fighting. Hours later, the group claimed responsibility for a rocket attack on Bagram Air Base outside the Afghan capital, Kabul, that killed four American service members.
Karzai on Wednesday announced his government is out of the peace talks, apparently angered by the way Kabul had been sidelined in the U.S.-Taliban bid for rapprochement.
The Afghan president also suspended negotiations with the
United States on a bilateral security agreement that would cover
American troops who will remain behind after the final withdrawal of
NATO combat troops at the end of 2014.
Suhail said the Taliban are insistent that they want their first
interlocutors to be the United States. “First we talk to the Americans
about those issues concerning the Americans and us (because) for those
issues implementation is only in the hands of the Americans,” he said.
“We want foreign troops to be pulled out of Afghanistan,” he added. “If there are troops in Afghanistan then there will be a continuation of the war.”
Suhail indicated the Taliban could approve of American trainers and advisers for the Afghan troops, saying that “of course, there is cooperation between countries in other things. We need that cooperation.”
He said that once the Taliban concluded talks with the United States, they would participate in all-inclusive Afghan talks.
Suhail ruled out exclusive talks with Karzai’s High Peace Council, which has been a condition of the Afghan president who previously said he wanted talks in Doha to be restricted to his representatives and the Taliban. Instead, the Taliban would talk to all Afghan groups, Suhail said.
“After we finish the phase of talking to the Americans, then we would start the internal phase ... that would include all Afghans,” he said. “Having all groups involved will guarantee peace and stability.”
On Thursday, Karzai’s government appeared to throw another spanner into the mix, demanding that Pakistan release imprisoned Afghan Taliban leaders.
“It is a good time to release these Taliban leaders jailed in Pakistan, and then the Afghan High Peace Council together with them will begin talks with the Taliban inside Afghanistan or in Qatar,” a statement from the foreign ministry in Kabul said.
It wasn’t clear, however, whether the Taliban in Pakistani custody would be willing to participate in peace talks as members of Karzai’s council. Pakistan last year and earlier this year released dozens of Taliban prisoners, most of whom returned to the ranks of the Taliban.
The Afghan government has repeatedly sought the release of the Taliban’s former No. 2, Mullah Abdul Ghani Baradar, picked up by Pakistan in 2010 on a CIA tip.
Pakistan has so far refused, and two senior U.S. officials told the AP that the U.S. has asked Pakistan not to release Baradar or if he is released, to give them advance notice so they could monitor his movements. The two officials, both knowledgeable of the process, spoke earlier this year, on condition of anonymity to discuss the sensitive issue.
The reconciliation process with the Taliban has been a long and bumpy one that began nearly two years ago when the U.S. opened secret talks that were later scuttled by Karzai when he learned of them.
It was then that the U.S. and Taliban discussed prisoner exchanges and for a brief time it appeared that the five Guantanamo Bay prisoners would be released and sent to Doha to help further the peace process. But Karzai stepped in again and demanded they be returned to Afghanistan over Taliban objections.
Since then, the U.S. has been trying to jumpstart peace talks and the Taliban have made small gestures including an offer to share power. The Taliban have also attended several international conferences and held meetings with representatives of about 30 countries.
If the Taliban hold talks with Kerry in the next few days, they will be the first U.S.-Taliban talks in nearly 1 ½ years.

While discussing with the Sudanese Foreign Affairs Minister Ali Ahmed Karti here on Tuesday PM Hailemariam said Sudan confirmed that the report presented by the panel ensures the benefits of all the three countries.
The Premier said Ethiopia will undertake its activities in line with the study conducted by the panel.
The Sudanese Minister on his part said that the report ensures the benefits of the three countries.
On the occasion he called on Ethiopia to support the efforts to find solution to problems between Sudan and South Sudan.

and equal utilization of the Nile water with riparian countries is
accurate.
In an exclusive interview with ENA, Head of Journalism and Communication School of the Addis Ababa University, Dr. Abdisa Zeray and also instructor of the school Dr. Zenebe Beyene said that the question of fair utilization of the water resource is the right of any citizen or government. They said Ethiopia's policy that states cooperation among all riparian countries and ensures their equal benefits is accurate and acceptable.
The scholars said the policy is sound as it states fair utilization of the water through applying knowledge and technology. Dr. Abdisa said the intimidation on part of Egypt concerning construction of the Grand Ethiopian Renaissance Dam needs to be seen as per internal and external contexts. The Experts' panel has presented its report to Ethiopia, Egypt and Sudan, Dr. Abdisa said, adding, however, on part of Egypt the report is not made official to the public. Following coming to power of the party led by Egypt's President Mohammed Mursi there is political unrest and economic crisis in Egypt.
During the past one year there is repeated electric power disruption in Egypt and also shortage of petroleum. Such internal problems caused crisis on Mursi's government . Egyptians are undertaking activities including signing of petition and stage public rally to overthrow the Mursi government, he said.
Dr. Abdisa said Ethiopia is advancing the right policy towards fair utilization of the Nile waters. He said the colonial context on the Nile water is outdated and Ethiopia's policy, which states mutual benefit is acceptable. Dr. Zenebe on his part said that the stance of Egypt and Sudan is different with regard to the Dam because of the difference in internal situation of the respective countries.
The Mursi government is trying to stay in power through diverting the attention of the people of Egypt . The main interest of parties, which come to power through the same means as that of Mursi, do what ever they think will help them to remain in power. The Ethiopian people and government are expected to do their homework as the Mursi government will choose any means including war to fulfill its interest to stay in power, the scholar said.

Ababa June 17/2013 Foreign Affairs Minister Dr. Tedros Adhanom said
construction of the Grand Ethiopian Renaissance Dam will never stop.
Speaking at a forum organized to discuss with Ethiopians living in
foreign countries on the Diaspora policy here on Saturday, Dr. Tedros
said construction of the Dam will never stop though Egyptian authorities
and politicians are engaged in disseminating negative information.
The Minister said the Dam being constructed with the resource of the Ethiopian people is intended to reduce poverty and meet the increasing power demand in the country. He said the Egyptian authorities’ and politicians' misinformation caused sadness on part of Ethiopians.
Ethiopia is keen to work in collaboration with Egypt but construction of the Dam will never stop, the minister stressed. Dr. Tedros expressed belief that all Ethiopians will work closely towards success of construction of the Dam.
Concerning the Diaspora policy the Minister said that the policy is drafted after holding thorough consultation and formulating foreign experiences. The forum is aimed at enriching the policy through generating additional inputs, he said.

The Special Representative of the Chairperson of the African Union Commission (SRCC) for Somalia, Ambassador Mahamat Saleh Annadif has strongly condemned today’s terrorist attack on the United Nations Common Compound in Mogadishu by Al-Shabaab terrorists.
“We strongly condemn the cowardly attack on the United Nations compound in Mogadishu. These futile attacks by Al-Shabaab are only aimed at disrupting the ongoing efforts by the Somali people to recover from years of violence in Somalia and will not deter our collective efforts to continue supporting the people of Somalia rebuild their country” said The Special Representative of the Chairperson of the African Union Commission (SRCC) for Somalia, Ambassador Mahamat Saleh Annadif.

Julian Assange says he'll stay in Ecuador embassy, even if Sweden drops case

The WikiLeaks founder made the surprise announcement during an anniversary interview to mark one year since he sought refuge inside the diplomatic mission.
Mr Assange believes the United States has likely already issued a sealed extradition order meaning if he left the embassy he'd be arrested by British police and taken to the US to face charges over WikiLeaks' release of classified documents.
The former hacker has previously suggested a sealed indictment had been issued against him because he was the target of a federal grand jury investigation in the US.
Now he's said a sealed extradition request is probably in place too.
“We know a mechanism of sealed extradition requests also exists between the United States and the United Kingdom and the UK also has a concept of sealed warrants that follow on from sealed extradition requests,” Mr Assange told reporters inside the embassy.
“Therefore if the Swedish government immediately drops their (extradition) request tomorrow I still can't leave this embassy because of the US matter.
“If I walked out the front door I could be arrested in relation to the United States ... right now.”
Mr Assange said he should be able to travel to the airport in a diplomatic car “thus avoiding the possibility of arrest on the back of a sealed extradition request”.
“However we know that the UK police were instructed (in the Sweden case) to break international law and arrest me even if I was in a diplomatic vehicle and had diplomatic immunity.”
Queensland-born Mr Assange insists he won't leave the embassy until the British government guarantees him “safe passage” to South America.
Alternatively he says he'd walk out the front door if he knew the US, as well as Sweden, had dropped its investigation.
But Mr Assange said it was “highly unlikely” the UK would ever publicly say “no” to the US in the matter.
The whistleblower noted in similar cases other political refugees had been stuck in embassies for dozens of years.
However he isn't planning to wait that long.
“We don't intend to leave the situation to fate,” he said.
Mr Assange said the UK's position could be challenged in the International Court of Justice even though the process would be expensive and could take years.
Ecuadorean Foreign Minister Ricardo Patino met with Assange this week.
The minister said Mr Assange told him he was strong enough to remain in the embassy “for five years ... rather than face legal proceedings in the US”.
“For us this is a matter of principle and if you act on principle you have all the time in the world,” Mr Patino said.
Mr Assange walked into the Ecuadorean embassy on June 19, 2012, and was granted political asylum two months later on August 16.
