Report: Saudi Arabia looking into dropping beheading as method of execution

RIYADH, Saudi Arabia –  A Saudi newspaper says a ministerial committee is looking into formally dropping public beheadings as a method of execution in the oil-rich kingdom.

Saudi Arabia is the only country in the world where a death sentence results in beheading in a public square.
The authoritative daily Al-Watan says in its Sunday edition that the ministerial committee is considering fatal shootings as an alternative.

There have been calls in the kingdom for replacing public beheadings with lethal injections carried out in prisons.

The kingdom executes anyone convicted of murder, armed robbery, rape and trafficking in drugs.

It has executed 15 people so far this year, 76 last year and 79 in 2011.

There was no official confirmation immediately available of the newspaper's report.


Christian protesters decry Muslim mob's arson spree following blasphemy charge

An angry Pakistani demonstrator torches Christian's belongings in Lahore during a protest over a blasphemy row.



Islamabad, Pakistan (CNN) -- Outraged Pakistani Christians took to the streets of Lahore on Sunday, protesting a rash of violence against their community over the weekend.

Demonstrators denounced the burning of more than 100 homes of Christians on Saturday -- a spree spurred by allegations that a Christian man made remarks against the Muslim prophet Mohammed.

Some of the hundreds of protesters Sunday threw stones at police, saying the government failed to adequately protect Christians, Lahore senior police official Rai Tahir said.

Tahir said video footage of the fires helped lead to the arrests of more than 150 attackers. He said charges of terrorism have been filed against the suspects.

The violence that tore through Lahore's Badami Bagh community Saturday followed the arrest of Sawan Masih, a Christian in his 20s accused of blasphemy.

But Masih's arrest wasn't enough to appease an angry mob of Muslims irate over the alleged crime.

"(The) mob wanted police to hand them over the alleged blasphemer," said Hafiz Majid, a senior police official in Badami Bagh.

The mob also looted some shops run by Christians, he said.

Majid said Christians have fled the area for fear of being killed.

If convicted, Masih faces the death penalty.

He denies the allegations made by the two men who filed the blasphemy complaint against him with police on Friday, Majid said.

Masih said the three got into an argument while drinking and that the other two men threatened to publicly accuse him of blasphemy, according to Majid.

"The attack is yet another shameful incident against a vulnerable community and further confirmation of the slide toward extremism in society on the one hand and, on the other hand, the apathy and inaction that has become the norm among the police," the Human Rights Commission of Pakistan said in a statement.

The group accused police of arresting Christians in the incident "while those who went on a rampage and can easily be identified from television footage have gone scot-free."

Pakistan's blasphemy laws were first instituted to keep peace between religions. But they have been criticized by human rights advocates who say the laws enable legal discrimination against religious minorities. At time, the laws have been misused to settle personal differences between Muslims and Christians.

There have been about 1,400 blasphemy cases since the laws were first enacted in 1986, according to U.S.-based Human Rights Watch. There are more than 15 cases of people on death row for blasphemy in Pakistan, and more than 50 people have been killed while facing trial for the charge, according to the organization.

Last year, a Pakistani court dismissed blasphemy charges against a Christian teenager whose case prompted international outrage.

Her detention stirred up religious tensions in the predominantly Muslim country. It also generated fierce criticism of Pakistani authorities and renewed debate over Pakistan's blasphemy laws.

President Asif Ali Zardari issued a statement Saturday on the most recent "unfortunate incident." He noted that the country's constitution protects the rights of all Pakistanis, and that "such acts of vandalism against minorities tarnish the image of the country."

SOMALIA: Street Protests against the Faroole Administration in Bosaso, Puntland [in Pictures]

On Friday 8th March, the residents of Bosaso, Puntland’s commercial center, staged a demonstration in opposition to the administration led by President Abdirahman Mohamed Faroole.

Hundreds of ordinary citizens participated in this protest that started in the morning at the center of Bosaso.

They blocked the traffic on most of the major roads of the city. Some of the protesters sat in the middle of the road, while other groups conducted marches through out the major city streets.

The protesters were carrying signs depicting caricaturing of the ruling family, and signs that said: “The government has fallen”, “No Faroole”, among other things.
One person was wounded by a bullet fired by the Police forces who were trying to disperse the crowds. However, the demonstrations continued, and you could hear rounds being fired all day and through out the city, specially near the Municipal Office and Hotel Juba.


General Adde Musse, the former President of Puntland, was among the people who got stuck in traffic due to the street sit-ins of the protesters. Adde Musse came out of the truck he was riding in and tried to convince the demonstrators to reopen the way, but was unsuccessful, even though they let him pass and proceed to his house in the Laanta Hawada neighborhood in Bosaso.



The protests ended when the call to the Friday prayer was announced. This is the third demonstration to occur in Bosaso in the last two months, a time of great price inflation in the region.


This is a period characterized by a significant drop in trade through Port of Bosaso due to adverse exchange rates and ill-advised government decrees.

The market was equally harmed by the Administration’s decision to ban the fuel imports from Yemen: a decision opposed by most business people and all motorists. Some of the small merchants of Bosaso accuse the government of favoring and giving special license to bigger companies that are connected to the Ministry of Finance and the Presidency.

The government’s stated reason for the ban is that this fuel is imported on small ships that pose a danger to the security of Puntland by bringing arms or cooperating with Al- shabaab. However, the boats from Yemen are still arriving in Bosaso, and the only thing that has been banned is the fuel, a situation that affected fuel merchants describe as favoritism toward a particular interest group.


“….The boats from Yemen carrying food-stuff, the Yemeni fishing boats are still coming to the Port of Bosaso, and are not forbidden. Only the fuel boats are forbidden, and it is an obvious case of nepotism and all small traders know of the relationship between the Finance Minister, the President’s son and the traders, based in Dubai, who have received the license to import the fuel”, said Salax Abdirazak, one of the small fuel distributors in Bosaso.

Puntland Elections

Among the protesters are some who are opposed to the government’s extension of its term in office. At present, the government is insisting that the registered Parties will be contesting the first elections in May.

With only a little over a month left, it is unlikely that such elections will take place, considering that most of the registered Parties are unable to secure the required 330 signatures from at least 5 regions of Puntland.

The Transitional Election Commission is making the claim that there is no need for the verification and registration of the agreed upon number of signatories, when it became evident that some of the Parties, including the ruling Horseed Party of president Faroole, were unable to muster the required 330 members from 5 regions.

At the same time, no voter registration has been initiated, and it is not clear who is eligible to vote. Lately, we have been hearing from the Commission that the district election will proceed without any voter registration; (Read in Somali) and, so far, it has not been decided the districts where these elections will happen.

Some of the registered opposition parties have released declarations where they warned about the way the Commission, selected by the President, was managing the election process.

It was only last month when Midnimo Party released a statement to voice their displeasure toward the Commission for registering a political organization that failed to fulfill the requirements imposed for all political organization in order to receive recognition.


 

Nelson Mandela hospitalized in South Africa

Former South African President Nelson Mandela was admitted to a hospital for tests Saturday, a government official told CBS News.



Mac Maharaj, a spokesman for the South African government, told CBS News that Mandela's admission is a scheduled visit for tests commensurate with someone of his age. Mandela is 94.



"Doctors are conducting tests and have thus far indicated that there is no reason for any alarm," read a statement issued by the country's presidency.

Mandela is in a hospital in the capital city of Pretoria, but Maharaj would not specify which one.

He was also not sure how long Mandela would stay in the hospital.

Mandela was released from a hospital Dec. 26 after receiving nearly three weeks of treatment for a lung infection and gallstones.



The first picture of Mandela after his discharge wasn't released until early February. At the time, his granddaughters said he was in good health and good spirits.



At his birthday last July, CBS News correspondent Mark Phillips was granted rare access to the party at Mandela's home.

IRAN-PAKISTAN-CHINA: New Powers Emerge in Strait of Hormuz

Bottom Line: Last week Pakistan announced that construction on the Pakistani portion of the Iran-Pakistan pipeline will begin on 11 March. This week Iran announced it would build a refinery in Gwadar, in Pakistan's Baloch province. This will spur China's energy plans in Pakistan and sets up Gwadar to become a major oil city near the Strait of Hormuz and out of Washington's hands.


Analysis: The Iranian-funded refinery—announced by Iran but not yet signed into force by the two parties—will have a 400,000 barrel per day capacity and comes on the heels of an announcement that construction on a massive Iran-Pakistan pipeline would begin on 11 March, despite sanctions threats from the US and shadow attempts by the US and Saudi Arabia to sabotage these plans. This will give greater impetus to Chinese oil and gas plans in Pakistan, and reshape Pakistan’s foreign policy clearly towards China and Iran and out of Washington’s hands. What would happen next would be this: China would revive its own oil refinery plans at Gwadar and eventually build its own pipeline from Gwadar to western China.

China is on a solid footing in Gwadar, though its projects have been stop and start over the past several years. In February, China took over operational control of the port and agreed to become its largest investor. For China, this is a significant port because of its proximity to the Strait of Hormuz. For the US, this development is significantly negative as it will not only give Iran more influence in the Strait of Hormuz, but it creates an Iran-Pakistan-China triangle of influence over this key strategic oil and gas transit point. China will feel less insecure about the volatility in Balochistan with Iran pursuing a refinery there as well. Essentially, this means a merger of the Hormuz Strait, Iran, and a Chinese-Pakistani energy corridor. US threats of sanctions will not sabotage the projects. The timing of these announcements is also important, as Pakistan has general elections coming up and Iran is keen to get these deals finalized before any potential government upset in which the US is expected to meddle.


Recommendation: Watch for a strategic shift to Gwadar as a major energy hub for Asia and as an emergent petrochemical center in the next 3-5 years. In addition to the Iranian-led refinery, we expect a Chinese oil refinery and petrochemical facilities and storage complexes to go up here, turning Gwadar into an “oil city”.
