US recognition of democratic Somaliland is long overdue

Continued backing of weak government in Somalia is a mystery.
 
LEWIS CENTER, Ohio — Recently the Obama administration recognized the United Nations-backed nominal Somali government.

The so-called government was the by-product of a UN-sponsored peace process that has been going on for more than 10 years. It involved billions in foreign aid, and some 17,000 African soldiers, who are the proxy of the United States military in Somalia. Yet Somalia is not better off than when the US intervened in the early ’90s.

Somalia’s agony continues. Today, 3 million people are desperately in need of food, 1.6 million have been displaced from their homes. In Mogadishu alone, 300,000 people survive on humanitarian relief. In addition, many people are suffering from chronic violence, the government’s inability to curb the unpaid and undisciplined soldiers who terrorize, loot and rape the population more than they protect.

Recent promising signs are present, such as Al Shabab, Al Qaeda affiliate militant group, retreating from urban centers in south central Somalia. Mogadishu, the capital, is also less dangerous than it was a year ago.

Survival of the-US backed weak government still depends on African troops, despite significant training and equipping of the Somali army by the US. Its leader Sheikh Mahamud, like his predecessor, Sheik Sharif, has absolutely no power and little following.

In contrast, out of the gaze of international media, the Somaliland entity, the former British Somaliland in the north, has shown all of the attributes of nationhood since 1991. These include a functioning government, constitution, defined borders and a flag. It even had two presidential elections, in 2003 and 2010, with a peaceful transfer of power.

Tragically, the US has not recognized Somaliland independence, because the UN and the African Union (AU) bias toward preserving artificial and inherently unstable states like Somalia and Congo.

The decision of the Obama administration to recognize a fictional government is more likely to complicate US efforts to stabilize Somalia. This position only rewards Somalia’s rapacious politicians and their militias at the expense of the 3.5 million Somaliland people that have largely managed their own affairs — not only to avoid to avoid chaos, terrorism and piracy, but to build a functioning democratic state.

Somalia’s tragedy will continue unless the new secretary of state, John Kerry, or the US Congress addresses this futile new policy of dictating political outcomes in this war-torn country.

Kerry also could contribute by defining the US long-term political objective in Somalia.

Outsiders have always made things worse by supporting the wrong groups for their own strategic interests. During the Cold War, America put nearly $1 billion in arms and economic aid into Somalia to prop up a cruel dictator, Siad Barre, who held power for 21 years through brutal military domination. The US-backed Ethiopian invasion six years ago created the environment in which Al Shabab is still wreaking havoc on south central Somalia.

Today, a weak government that cannot protect itself wants to monopolize Somalia. Sheikh Mahamud wishes to strengthen his Al Shabab-infiltrated military made up of rival local clan militias, and he is seeking more money and arms from the US and Turkey.

The more the US contributes to reconstituting a Somali government dominated by one faction of Somalia’s previous civil war, however, the greater the chance of dictatorship and bad governance returning to Somalia. It would be a grave mistake for the US to lift the arms embargo from Somalia.

Somalia needs a genuine political reconciliation, not more arms. The conflict and its politics in the country are always local. There is no military solution for this conflict.

Yet the Obama administration continues its deadly drone attacks against suspected militants in Somalia, which have caused collateral damages of civilians or even deaths.

Moreover, the options for US in Somalia are very limited; everything hinges on how Mogadishu’s politicians, warlords and war profiteers cooperate with Sheik Mahamud’s government. However, many Somalis are skeptical about the chance of a functioning regime emerging in Somalia with Mogadishu as its capital.

Rather than reinforcing a central government with no legitimacy, the US should support the only sources of strength in the area, democratic Somaliland and Puntland, an autonomous region. These entities have functioning political institutions that are organic, having organized by the local people.

More investment and trade instead of aid would offer the Somalis more opportunities to rebuild their shattered economy. America could also help Somaliland to create a free-trade zone with eastern Ethiopia at Berbera port — on the Gulf of Aden. These efforts, with the US forcefully supporting freedom and democracy in the region, would help to diminish or defeat radicalism.

However immensely difficult the mission of fixing Somalia might be, the US must engage and help the Somalis lift up from the agony. Only by following their aspirations and desires and not dictating the political outcomes would end Somalia’s tragedy. Moreover, diplomatic recognition of Somaliland is long overdue.

Africa: Carson Feted for Policy Legacy


Washington, DC — At a reception honoring outgoing Assistant Secretary of State Johnnie Carson, members of Congress from both parties and leading Africanists paid tribute to the veteran diplomat's long service and his record over the past four years as the Obama's administration's chief Africa policymaker.

Republican Ed Royce from California, who chairs the House Foreign Affairs Committee, said Carson "represents the very best in our foreign service" and cited his 22 appearances testifying before Congressional committees as "some kind of record" that few others would dare emulate.

Congresswoman Karen Bass from California, the ranking Democratic on the House Africa subcommittee, who hosted the event, which was organized by the Africa Society, hailed Carson's longstanding commitment to Africa and said it is time to "create a movement" to forge a new U.S. relationship with Africa.

Carson also received accolades from Republican Senator Johnny Isakson from Georgia - who called Africa "the continent for the 21st Century" - and Democratic House members Charles Rangel and Gregory Meeks from New York and Keith Ellison from Minnesota. He was also saluted by Grant Harris, who handles Africa at the National Security Council, Benin Ambassador Cyrille Oguin, speaking on behalf of the African Diplomatic Corps, Melvin Foote and Stanley Straughter from the Constituency for Africa, and Walker Williams from Leadership Africa USA.

Williams credited Carson with shepherding an improvement of U.S. relations with Africa at "a difficult and complex time for Africa and the world." He called Carson "a transformational leader" who, he said, "is ahead of the curve in promoting a robust development strategy and policy for Africa."

"Ambassador Carson exemplifies what it is to be a leader - to think outside of the box, to stay the course and get it right," Williams said

A homeless man in Kansas City, Missouri is facing a windfall of more than $100,000 for his kindness after he returned a diamond engagement ring to its rightful owner, which she had accidentally dropped into his donation cup.

Billy Ray Harris, who is homeless and often sleeps under a bridge, was shocked to find that a diamond ring had been dropped in his collection cup while begging last Friday.


‘The ring was so big I knew if it was real it had to be expensive,’ he told KCTV. Rather than pawn it, Harris had a hunch that the owner would return for it and so he stored it in a safe place.

The ring belonged to Sarah Darling, who was devastated the next day when she realized she had lost it.
Darling had put her engagement ring in her purse for safekeeping, but then emptied the contents into Harris' collection cup 

 ‘It was horrible. It was such a feeling of loss,’ said Darling. ‘It meant so much to me beyond just the financial value.’


Darling rarely takes the ring off, but that day had put it in her purse for safe keeping after she had developed a slight rash on her finger.
She went back to look for Harris on the Saturday, but couldn’t find him. She tried again the next day and fortunately he was in the same spot.


‘I asked him ... “I don't know if you remember me, but I think I gave you something that's very precious to me,” and he says, “Was it a ring? Yeah, I have it, I kept it for you,'" said Darling.


She described finding the ring again as a miracle.

To show their appreciation, Darling and her husband set up an online fundraising page on giveforward.com for Harris.


So far more than 3,800 donations have been made, totaling over $100,000. 

The money will be given to Harris at the end of a 90-day campaign.

‘Several years ago, my mother's ring was stolen from my house. To this day, I recall the empty feeling in the pit of my stomach. Hopefully, your honest example will encourage others to pay it forward. Kudos to you, Billy Ray!’ wrote Tero Sturges who gave $10.

The response has been described as ‘unreal’ by Darling's husband Bill Krejci, who posted an update the site on Saturday.


Krejci said he had met with Harris to tell him about the flood of donations and to get to know him better. They went together to make some repairs to Harris' bike.


'We talked about a lot of things related to my family's ring and the many donations. We talked about one day in the future the ring may one day be passed down to my daughter,' Krejci wrote on the website. 'We talked about how insanely positive all this has been.'


Harris told Krejci that he has found a place to stay where he is 'safe and sound.'

Harris has spoken out about the attention he has received since returning the ring.

'I like it, but I don't think I deserve it,' he told KCTV.


'What I actually feel like is, "what has the world come to when a person who returns something that doesn't belong to him and all this happens?'" he said.

Darling has said she is just grateful that Harris was so honest as many others might have kept the ring or sold it.


'I actually feel like I'm especially lucky to have this ring now. I loved it before. I loved it so much, but I love it so much more now. I feel like it has such great karma,' she told CNN.

Landmark Workshop on Drought Resilience and Sustainable Livelihoods Program in the Horn of Africa Underway

The workshop on the Drought Resilience and Sustainable Livelihoods Program (DRSLP) in the Horn of Africa (HoA) commenced on Friday, February 22 at the African Union Headquarters in Addis Ababa, Ethiopia. The workshop, which runs to February 24, was jointly organized by the Inter-Governmental Authority on Development (IGAD) and the African Development Bank (AfDB). The objective of the workshop was to discuss the implementation of Phase 1 of the program, which was approved by the Bank in December 2012 (including Djibouti, Kenya, Ethiopia and IGAD) and to prepare for the Second Phase that is expected to be financed under ADF-13. The participants included the representatives from IGAD member states (Ethiopia, Kenya, Somalia, Sudan, South Sudan and Uganda), members of the IGAD Secretariat, representatives of NGOs, CSOs, private sector, development partners and staff of different Bank Departments.

In his opening remarks the Executive Secretary of IGAD, engineer Mahboub Maalim, acknowledged the leadership of the Bank in embarking on the drought resilience program and supporting the shift from emergencies to long-term building of resilience in the region. He also expressed appreciation of the Bank’s responsiveness in providing support to the countries and reinforcing the capacity for the IGAD Secretariat to meet its obligations in the region. Lamin Barrow, the Bank’s Resident Representative in Ethiopia, expressed his expectation that other development partners in Africa will join the Bank in well-coordinated and efficient aid delivery. He reiterated the importance to ensure efficiency and complementarity in all operations implemented by various partners, working together for the same objectives particularly given the relatively scarce financial resources. He assured the IGAD member country delegates of the Bank’s continued support to ensure the countries achieve the national and regional objectives of the Drought Resilience and Sustainable Livelihoods program.

For his part, Abdirahman Beileh, Acting Director of Agriculture and Agro-Industry Department, reminded the meeting of the urgency of the actions required, such as the need for adequate planning for food, animal feed and water management, particularly through investing in the necessary infrastructures along with conflict resolution and rebuilding of governance institutions. He reminded the delegates of the responsibilities and accountability to the vulnerable communities.
 
The Ethiopia Government Representative underscored the importance of the program for Ethiopia and noted that the main challenge is effective implementation. He gave examples of Ethiopia’s achievements in successfully demonstrating that drought does not have to result in famine. He assured the participants of his country’s commitment to play its full role in the program. 

The Bank team made a presentation on the overview of the DRSLP, outlining the challenges being faced such as the recurrent droughts that decimate and reduce the economic value of assets such as land and livestock, social and human assets and the purchasing power of already vulnerable households. The team also discussed the Bank’s vision to assist countries to effectively address the impacts of the recurrent drought. Following a presentation of the Phase I program components, sources of financing and roles of various actors, there was a better understanding of the program, its expected outputs, outcomes and the targeted beneficiaries.

There was an obvious interest of countries to engage in the second phase of the program. The workshop provided an opportunity to discuss financing options from the Bank, such as the performance based allocations, regional operations window, the Fragile States Facility and the Global Environment Facility. The country delegations were encouraged to formally express their interest in participating in the program and include it among the national priorities to enable the Bank provide the required support in a timely manner. The country representatives in the meeting took the floor and all expressed appreciation of the Bank taking the lead in an historic program of building drought resilience and indicated keen interest of their countries to be part of the second phase
