Ethiopian Parliament Passes Urban Landholding Registration Proclamation

The Ethiopian parliament has passed the Urban Landholding Registration Proclamation. The law is designed to ensure  the protection of landholding rights and recognition of title to land-related permanent property of individuals, associations, private and government institutions through registration.

Accordingly, the proclamation will enable city administrations to identify the land available at their disposal through inventory and create integrated national landholding system compatible with the rural land administration.

The law is also expected to generate reliable information for immovable property transactions and minimize disputes arising from land and land-related properties.

Top US admiral cites recent increase in piracy in Gulf of Oman

Adm. Jonathan Greenert, US chief of naval operations
  • Article by: THE ASSOCIATED PRESS

WASHINGTON — The U.S. Navy's top admiral says he's concerned by a recent rise in piracy in waters east of the Persian Gulf.
Adm. Jonathan Greenert, the chief of naval operations, told reporters at the Pentagon on Friday that the problem has emerged over the past several months in the northwest portion of the Gulf of Oman, including off the coast of Pakistan.
Greenert said he would call it an "increasing trend," but not as severe as the surge in piracy that grabbed worldwide attention a few years ago with the commandeering of merchant ships off the coast of Somalia.
The admiral said the reasons for increased piracy in the Gulf of Oman need to be investigated. He said he is unsure whether it represents a migration of Somali pirates.

Special Reports: Broad concerns cloud Somalia's progress

UNITED NATIONS, July 19 (UPI) -- The United Nations said it was concerned by Somalia legislation containing "extremely broad" measures restricting the rights to freedom of expression.

Somalia last year managed to form a formal central government for the first time since the 1990s. But the new government of the African country has so far struggled to establish a solid footing beyond Mogadishu because of threats from terrorist group al-Shabaab and separatist campaigns along the eastern coast.

Rupert Colville, spokesman for the U.N. High Commissioner for Human Rights, said additional concerns stemmed from draft legislation on media laws in the country.

He said he was concerned by legislation requiring media agencies to adhere to Islamic principles.

"We are particularly concerned that the draft legislation contains vague language and extremely broad categories that could easily be used to curtail freedom of expression," he said in a statement Friday.  Jeffrey DeLaurentis, deputy U.S. envoy to the United Nations, said members of the Security Council expressed concern Thursday over Somali national security challenges.

"We also discussed the significant progress the Somali government has made, as well as the challenges it still faces, particularly in the areas of security sector reform, management of public finances and strict compliance with sanctions measures," he said in a statement

Pregnant Olympic Runner Dies, Baby Saved

Pregnant Olympic Runner Dies,
Baby Saved (ABC News)
By GILLIAN MOHNEY
A former Olympic runner, who was eight months pregnant, died suddenly Wednesday at a restaurant in Hamden, Conn. Emergency personnel were able to safely deliver her baby at a nearby hospital.
Meskerem Legesse, 26, was getting takeout food from a Chinese restaurant with her 2-year-old son when she suddenly collapsed and died, according to The Associated Press. Paramedics and emergency crews were able to perform CPR on Legesse until she was taken to the Yale-New Haven Hospital, where the baby was delivered.
The hospital did not immediately respond to calls about the condition of the baby.
Fatima Sene, a friend of Legesse, said that she had suffered heart problems in the past.
"It is very sad. She was a very good person," Sene told the AP. "She would do anything for anybody. And she loved that little boy she left behind."
The cause of death has not been made public and according to the state medical examiner's office there are no plans for an autopsy.
Dr. Todd Miller, director of Sports Cardiology at the Mayo Clinic in Rochester, Minn., said that sudden death in athletes under 30 is often attributed to hypertrophic cardiomyopathy, a hardening of the heart muscle, or anomalous coronary artery, an irregular artery. Miller, who did not treat Legesse and does not know her cause of death, said underlying heart problems can cause fatalities even when a person is at rest.
"That's the paradox, sometimes [fatal events] happen during extreme exertion and sometimes they come out [when a person is at] rest," said Miller.
Dr. Jordan Metzl, a sports medicine physician at the Hospital for Special Surgery in New York, said that underlying heart problems can be exacerbated by pregnancy.
"Anytime you're pregnant, it's like you're jogging when you're walking or you're sprinting when you're jogging," said Metzl. "It's just more strain."
Legesse reportedly collapsed seconds after she sat down at the Chinese restaurant. Paramedics reportedly were there within minutes and started CPR.
Dr. Robert Barbieri, chair of obstetrics and gynecology at Brigham and Women's hospital in Boston, said that the CPR could have helped save the baby by keeping the blood flowing. Barbieri, who did not treat Legesse, said if there is some blood flowing, doctors may have up to 30 minutes to deliver the baby.
Legesse was an accomplished professional runner, who ran in the first round of the 1500 meter race in the 2004 Olympics. The Associated Press has contributed to this report.
