Somaliland:Government Ministers Should Stop Interfering in Judicial Matters – Judiciary



Hargeisa - Members of Somaliland Judiciary have accused the current government of interference of the independent judiciary and rulings of the courts in the country and these allegations can be proved by a written statement from a cabinet Minister ordering a judge to drop charges against the accused in a case.

The Chairman of the Appeal court Judge Abdirashid Duraan and the chairman of Hargeisa district court Judge Feisal Abdillahi Ali and Prosecutor Hussein Belel during a press conference accused some cabinet ministers of pressuring them to release some suspects in custody and to drop all charges leveled against them.

The member of the judiciary in the press conference read letter writing and signed by the assistant Minister of Interior and in Charge of national security Mr. Abdullah Abokor Osman ordering them to immediately release the suspects in question.

The Hargeisa district chief magistrate Feisal speaking at the press conference said, “We are fed up and we also feel insulted as members of the independent judiciary and we can’t execute our work freely if the constant interference of our work by some cabinet ministers continues, persons who are try using their position and influence to release those accused persons who we have sentenced and convicted after finding them guilty of crimes.

“How do you expect us to fulfill our work and duties if whenever were sentence a guilty person that person becomes the crony of a certain big shot in the government or he is related to someone or he is from certain clan or he is the brother in law to some cabinet minister and it’s so sad to see our justice is based who knows who and not the law”, He stated.

The Hargeisa district chief magistrate went on to say, “Some Ministers have in the past tried to act as lawyers for convicted thugs and after we in the judiciary take our stand by declining to relent to their self-serving orders they in turn accuse us (Judiciary) of taking bribes,

The chairman of the court of Appeal speaking at the press briefing said, “Out of the 5800 cases that reached the courts last year 4800 were settled and before anyone decides to criticize the judiciary on how they serve justice they should first of all ask themselves, do those in the judiciary accorded the rights they deserve ,do they earn good salaries ,what facilities do they use in dispensing justice ,How does their work environment look like and do those junior staff who work with them get any means of assistance in form of training  but again we try our best under all this circumstances to dispense justice and I believe we deserve more than the bad mouthing.

Also present during the press conference was one of Court Prosecutors Mr. Hussien Belel who said, “I want to declare here today the notion which say the judiciary is free from any outside inference is false and the judiciary in this country is not free from interference, to prove my words we have in front of me a letter from the assistant Minister of Interior Mr. Abdillahi Abokor and signed by him ordering the prosecutor office of the immediate release and the dropping of all charges against a suspect in a theft case and which states as follows:-

REF: For the Sake of Peace and Safeguarding the General, We Do Hereby Order You to Drop all Charges in the Land case and Refer this Matter to Local Government Committee on Solving Land  Disputes Peace

In Accordance with Article #17 which addresses the issue of land cases but the Minister is forgetting the issue at hand is not a land dispute matter but a theft case what he didn’t know is that he just wrote the letter without even wanting to know the details of the issue of contention but we are required to do and execute our duties  and we are committed to execute them without fear or remorse or any hindrance or interference and we won’t allow a Minister or even someone higher to interfere with our work and we urges anyone who has evidence which may implicated us in bribery or case fixing to come forward and may I remind you our work speaks for its self and we are determined to be independent from any outside influence whatsoever and that goes to  those ministers who are used to accusing the judiciary of being rotten.


Mr. Mohamed Said a Lawyer who spoke at the press briefing said, “The Minister who know for bad mouthing the judiciary should be fired by the President and we don’t understand why he still working for the government when he is always saying bad things about it.

Somaliland:Police Arrest Six Suspects in Connection with Murder of Missing Woman

Police in Hargeisa have unearthed the remains of a young woman from a shallow grave inside the house owned by her assailants eight days after she went missing.

The deceased woman whose name was Ruqiya Said Ayanle was married and was a mother of several children went missing eight days ago and was killed after she went to demand debt she had earlier lent to her assailants who murdered her after the quarrel went bitter.

Police Boss Brigadier General Abdillahi Iman Fadal speaking to the media said, “We have in our custody six suspects connected to the murder of late Ruqiya Said Ayanle including one of them who we think is the prime suspect Ms. Muna Abdullah Mohamed and whose house we found the buried remains of the deceased woman.

General Fadal went on to say, “I do hereby take this opportunity to express a message of condolences to the family of the late Ruqiya Said Ayanle that’s all for now as investigation are still ongoing.
The remains of the deceased woman are currently being kept at the Hargeisa Group Hospital awaiting Autopsy.

Sturgeon: only independence can tackle Scotland's challenges

The Deputy First Minister will lay out the challenges Scotland faces and argue that independence is the only way to address them, in a key speech today.


Nicola Sturgeon will tell a gathering of the Scottish Council for Development and Industry (SCDI) that a Yes vote will secure the powers needed to deliver prosperity and fairness, while proposals put forward by pro-union groups "fall far short" of what is needed.
She said plans to enhance Holyrood's fiscal powers within the UK lacked substance, a common plan and a guarantee of delivery.
Under Labour's proposals Westminster would continue to control almost three quarters of Scottish tax revenues, Ms Sturgeon will say, and two thirds of revenue in the case of the Liberal Democrats' plan.
"That means we would not retain the benefits of our investment in childcare, nor the benefits of savings to welfare payments from getting more people into work," she will tell the SCDI.
"And we would remain powerless to protect Scotland from Westminster's dismantling of the social security system.
"Significant economic taxes - notably corporation tax but also oil and gas revenues - would remain with Westminster. We would continue to lack the ability to use these powers to shape a competitive business environment or build a sustainable economy."
SCDI is an economic development organisation whose members include businesses, universities, government agencies, trade unions and charities.
Ms Sturgeon will address an event at the Glasgow Central Hotel this morning.
She will say: "The other parties have also made it clear they will not produce a common plan for more powers.
"While it is not surprising that there will be no common offer to the people of Scotland, given that the parties cannot agree amongst, never mind between themselves, it is nevertheless unacceptable.
"And it is also the case that the option of more powers is not on the ballot paper in September - meaning that there is no way for the people of Scotland to guarantee that any offer of more powers will actually be delivered."
With 200 days to go to the historic poll, Scottish Secretary Alistair Carmichael has said it is time for people living in Scotland to turn their attention to how they will vote, urging them to consider the impact of independence on key issues such as welfare, income tax and currency.
Mr Carmichael said: "We cannot afford to gamble with our nation's future - so that means making an informed choice and to do that we all need to get the facts.
''And nobody should think that this is not a decision that matters for them.
"Crucial decisions - like whether you keep the UK pound in your pocket and who will be a British citizen - rest on this vote."

Sean Connery: Independence is too good an opportunity to miss

Veteran actor Sir Sean Connery is urging Scots to vote in favour of independence, saying it is too good an opportunity to miss

The James Bond star claimed a vote in favour of leaving the UK in September's referendum would "capture the world's attention".
He added that he was "particularly excited" about the prospects that independence could offer the film and creative industries, saying these could be boosted by new inward investment, helping to create jobs north of the border.
Sir Sean, who does not live in Scotland, accepts the decision over the country's future should be made by "the people who choose to live and work there".
But in an article to be published on the New Statesman website on Tuesday, to coincide with a lecture Scottish First Minister Alex Salmond is giving in London, he said: "Scotland has the chance to make a step change."
In the article, published today in the Sun on Sunday, Sir Sean said that "a new sense of opportunity and hope for the future is now in sight".
He stated: "I fully respect the choice facing Scotland in September is a matter for the people who choose to work and live there - that's only right.
"But as a Scot with a lifelong love of Scotland and the arts, I believe the opportunity of independence is too good to miss. Simply put there is no more creative an act than creating a new nation."
Sir Sean, who is already well known as a supporter of independence, said: "A Yes vote will capture the world's attention. There will be a renewed focus on our culture and politics, giving us an unparalleled opportunity to promote our heritage and creative excellence."
He argued that a Yes vote in the referendum could encourage more investment in the film industry, together with the "international promotion of Scotland as an iconic location".
The actor went on to claim that a "a bigger and more confident film and broadcast sector" could help bring about "an inflow of resources and new jobs and training".

Rudd wants Scotland to stay in UK

Kevin Rudd has entered the debate about Scotland's future by suggesting the country's strong sense of identity is enhanced by being part of the UK.


Former prime minister Kevin Rudd has used an address at Oxford University to suggest Scotland's push for independence is flawed because it benefits from being part of the United Kingdom.

Speaking to 300 students at the prestigious Oxford Union, the ex-politician began proceedings by declaring it was good to be back in the United Kingdom "so long as it remains united".

"Scotland enormously enhances Britain's global personality," he said on Saturday night.

"But equally, in terms of Scotland's already strong personality, frankly, it is enhanced further by where it is in the union."

The former Labor leader implored those voting in September to think wisely and clearly "and resolve, instead, in fact, Scotland is better placed where it is".

Mr Rudd jokingly asked students to imagine an independent Scotland where haggis was served at official state banquets.

"It would become a culinary assault on all tastebuds."

The Queenslander's wife, Therese Rein, has Scottish forebears.

Scotland will in September hold a referendum on its future that could result in the breaking up of the 300-year union with the United Kingdom.

Pop veteran David Bowie recently used his Brit award acceptance speech - which was delivered by supermodel Kate Moss - to say "Scotland stay with us".

The two largest political parties in Britain say, if Scotland votes to leave the union, it won't be able to keep the pound as its currency.

European Commission president Jose Manuel Barroso has said it would be "difficult, if not impossible" for an independent Scotland to join the European Union.


But Scottish politicians argue MPs in London shouldn't determine how Scots live their lives.

Scottish independence: Union support at 53% - poll

MORE than half of Scots want the country to remain part of the UK, while just over a third support independence, a new poll has suggested.

The latest study by polling firm YouGov found 53 per cent of those surveyed wanted Scotland to continue as part of the UK.

Meanwhile 35 per cent of people questioned said that Scotland should be an independent country, according to the research for the Scottish Sun newspaper.

More than one in 10 voters (12 per cent) were undecided about how to vote in the September 18 referendum.

The poll found 56 per cent of women questioned backed the union, while 27 per cent of females favoured independence, with the remaining 17 per cent undecided.

Among men support for Scotland remaining in the UK was 48 per cent - only four points above support for a Yes vote (44 per cent). The other 8 per cent of men said they did not know how they would cast their vote.

The poll findings were welcomed by those campaigning for independence, as well as those who want Scotland to remain in the UK

Better Together leader and former Chancellor Alistair Darling said the poll showed that First Minister Alex Salmond’s “refusal to tell us what currency we would use if we left the UK is taking its toll” on the Yes campaign.

Mr Darling added: “While it is great that we speak for the majority of people in Scotland, we know that the only poll that matters is the one that takes place in September this year. We will fight for every vote.”

Blair Jenkins, chief executive of the pro-independence campaign group Yes Scotland, said: “All recent polls have shown that Yes support is going up while No is on the way down.

“Compared to last August, Yes is up seven points and No is down seven. Our positive message that Scotland is a rich and prosperous nation and has got what it takes to be a successful and fairer country, too, is convincing more and more people than we can and should and, indeed, must be an independent country.”

He added: “With more than six months to go until the vote, we are confident that with continued hard work we can persuade a majority that Scotland’s future in Scotland’s hands is the right thing to do.”

The SNP said that when undecided voters were excluded, support for Yes was 40%, with the party adding it was the first time YouGov had recorded backing for independence at this level since the start of the referendum campaign.

SNP business convener Derek Mackay said: “This is a welcome poll, which confirms the progress that is being made towards securing a Yes vote in September.

“This is the first time that YouGov have put support for a Yes vote above 40% since the start of the referendum campaign.

“Just as with other recent polls, the direction of travel is firmly in favour of a Yes vote, and this is the sixth poll in a row to put Yes support in the 40s.”


He added: “There is a long way to go until 18 September, but the direction of travel in the polls is clear - Yes going up and No going down. And we will be working extremely hard to build on the momentum for Yes, and win the referendum so that Scotland’s future is in Scotland’s hands.”

First woman of Somali descent joins St. Paul Police Department

In Somali culture, women don't strive to become police officers, Kadra Mohamed said.

On Saturday morning, Mohamed was recognized as the first Somali-American woman to join the St. Paul Police Department, a move made possible by the department's announcement that it has approved an option for employees to wear a police-issued hijab.

"It's nerve-wracking in a way," Mohamed, 21, said of being the first woman of Somali descent in the department. "I want to be a good role model for others, especially Somali women."

Mohamed was recognized at the police's Western District building during a graduation ceremony for youth who recently completed the East African Junior Police Academy.

Police Chief Thomas Smith said St. Paul joins at least one other department -- in Washington, D.C. -- as the only departments in the U.S. to allow the hijab, a head scarf worn in public by some Muslim women.

A senior studying criminal justice at St. Cloud State University and a St. Paul Central High School graduate, Mohamed said she contacted St. Paul police a few months ago to learn about becoming an officer. She said she expressed concerns over not being able to wear a hijab on duty. In Islam, females may wear the hijab as a form of modesty and cultural identity, and Mohamed wears it as part of her daily dress.

In December, the police service in Edmonton, Alberta, approved the option for female officers of Muslim faith to wear a police-issued hijab. St. Paul police Sgt. Tina Kill said the department contacted Edmonton police, and they provided input on a hijab suitable for duty -- the final product of which Mohamed wore at Saturday's ceremony.

Mohamed said the hijab was carefully made so that it would not impair her from performing any duties. One row of buttons runs horizontally along the sides of her head, connecting the top half to a scarf that tightly hugs her neck. The buttons can snap off easily, she said, in case a criminal tried to pull the cloth around her neck.

St. Paul police efforts to recruit within the Somali-American community have been underway since 2004, which laid the groundwork for the African Immigrant Muslim Community Outreach Program in 2009. Funded largely by a two-year federal grant, AIMCOP received $670,679 to develop mentoring programs with the Muslim and Somali communities, an athletic league and meetings at mosques and community centers to discuss crime prevention.

The Twin Cities have the nation's largest Somali-American population. Garaad Sahal was St. Paul's first -- and only -- Somali-American police officer, joining in late 2012.

Born in Kenya, Mohamed grew up and lives part-time in St. Paul's West Side with her mother, who fled the ongoing civil war in Somalia and lived in a Kenyan refugee camp before coming to the U.S. with her daughter.

Mohamed said she is planning to enroll in a police academy to receive officer training after she graduates from St. Cloud State in May. After that, she said, she will apply to become an officer.

Some of her tasks as a liaison officer include assisting officers in criminal investigations and extending outreach within the Somali community to bridge cultural gaps, she said.

"She's going to be a trendsetter," Smith said.

As part of the police department's commitment to establishing and bolstering relationships within the Twin Cities' Somali community, 23 children and young adults, most of whom have East African origins, were recognized at the graduation ceremony for completing the monthlong junior police academy. Forty had signed up for the program, and 12 were absent at Saturday's ceremony.

The St. Paul Police Department regularly holds citizen academies, including those for youth, but this was the first one geared toward East African youth.

One of the academy's four female graduates, Faisa Mohamed, 18, said Kadra Mohamed will serve as a role model for young Somali-American women who perhaps had not considered becoming an officer until now, in part because of cultural differences.

Intisam Moosa, another academy graduate, said: "Now if (female Somalis) see her, they will think, 'What makes her any different than me?' "
