The presidential palace in Somalia's capital Mogadishu has been hit by a massive car bomb followed by a raid by gunmen, police and witnesses said.

The palace complex is home to the country's internationally-backed government.
The UN's special envoy to Somalia said the country's president, Hassan Sheikh Mohamud, had telephoned to say he was unharmed in the attack against the Villa Somalia, one of the most heavily fortified places in the country.
"There is a large attack on the presidential palace. Initial reports are that a suicide car bomber hit the gate and exploded, then men with guns followed," police officer Mohamed Ali told AFP.
The attack appears to bear all the hallmarks of Somalia's Al-Qaeda-lined Shebab rebels.
It comes just a week after the militants carried out a suicide car bomb attack at the gates of Mogadishu's heavily-fortified international airport.
"Security forces are dealing with terrorists who blew up a car... and there is exchange of fire," said Ahmed Moalim Adan, a security official near the scene of the attack.
"We have no details of the casualties but of course there are casualties."
Witness Hussein Isa says the attackers are fighting inside the presidential compound.
"A suicide bomber rammed a car full of explosives into the perimeter wall of the presidential palace and another one with heavily armed men penetrated the area where the first one hit," he said.
"There is heavy exchange of gunfire continuing inside the building but we cannot tell what is happening."
The sound of intense gunfire and sporadic explosions could be heard coming from the presidential complex, AFP reporters said.
In a message on Twitter, UN special envoy Nick Kay said the president "just called me to say he's unharmed" and that the "attack on Villa Somalia had failed".
"Sadly some lives lost. I condemn strongly this terrorism," Mr Kay's message said.

Somalia: UK MP visits Mogadishu, week after Britain warned Citizens to travel



UK MP Mr Tony Baldry was received by Somali President
UK MP Tony Baldry paid a visit to the Somali Capital on Thursday a week after Britain warned its Citizens to travel to the war-ravaged country.
The MP who was accompanied by the British Ambassador to Somalia Neil Wigan and other several colleagues were received at the airport by Somali President Hassan Sheikh Mohamud.
Both had a meeting at the British Embassy in Mogadishu which is located besides the airport, an area which is heavily guarded by the African Union troops.
Somali President told reporters after the meeting that they discussed on enhancing the two countries’ relations. He thanked Britain for its support and humanitarian assist it’s providing to the nation.
Last week, the Foreign and Commonwealth Office warned all Britons to travel to Somalia, including separatists region Somaliland urging any British nationals in Somalia to leave.
The office said that there is a high threat from terrorism, including kidnapping, throughout Somalia, including Somaliland.
In April 2013, Britain reopened its embassy in Mogadishu after more than two decades of closure becoming the first European union country to re-open its embassy.

Is Scottish independence a financial gamble?

Back in 1296, when William Wallace first took up the mantle for an independent Scotland, the nation had only been shackled by England's King Edward I for one year. This time around Scotland and England have been wedded together by one monarch since King James VI of Scotland and I of England came to the throne in 1603, and one parliament since October 1707.

Moreover, the call for independence from some quarters of Scottish politics is not nearly as simple as Wallace's one-word rally. Over more than 300 years the UK has woven a complicated fiscal and monetary web. So complex, in fact, that if Wallace had been successful in his call for 'freedom', that web may never have been woven.

The referendum on Scottish independence is set to take place on 18 September 2014 and, while only over-16s living in Scotland get to vote, the implications will be wide-ranging for the rest of the UK's residents too. And that is largely because of the size of the Scottish financial services sector.

An independent Scotland would have banking assets worth more than 12 times the size of its own economy, which could mean big risks in the face of another financial crisis. To put this into perspective, Scotland's position is proportionally far larger than banking assets relative to GDP in Cyprus (seven times), Iceland (more than eight times) and Ireland (almost nine times) prior to those countries' financial collapses. These assets are not all held by Scots either; figures from HM Treasury in the table below show just how many financial products investors and savers outside Scotland hold with Scottish institutions.

Meanwhile, Scottish government figures show Scottish businesses sell more to the rest of the UK than to the rest of the world combined, and 185,000 jobs depend on the financial sector in Scotland. Finding a way for the financial sector to continue working to such scale in an independent Scotland is a major task, and it is not altogether clear whether it will be an achievable one.

BETTER TOGETHER

The pro-union campaign Better Together is led by former chancellor Alistair Darling. It points out that the size of the UK market means the costs and risks of financial services are spread across the whole country, while in a smaller country those costs could be passed on to customers. As an example, if independence resulted in even a small rise in the cost of a mortgage, say 1 per cent, it could cost the average Scottish household with a 75 per cent mortgage on their home around £1,300 more in increased payments in the first year, Better Together claims.

One of the most pressing considerations, should Scotland become independent, will be which currency the country uses. If a decision is made to create a separate currency this could have a massive knock-on effect on savers and investors, because it would most likely mean following a distinct monetary policy, and therefore the country setting its own base rate.



There is still no agreed policy from the pro-independence movement on which currency Scotland would use. Some campaigners in favour of independence, such as Dennis Canavan, chair of the 'Yes Scotland' campaign and former Labour MP and independent MSP, have backed the creation of a separate Scottish currency. Meanwhile, the Scottish National Party's short-term position is to keep the pound, leaving the door open for changes further down the line.

If Scotland decides to opt for its own currency and monetary policy committee, terms for Scottish investments and financial products could be vastly different from those in England and Wales. This is because the base rate sets the interest rates of many products. So, in the case of inflation-linked products, such as floating mortgages, different policies would have to be designed for residents in and outside Scotland.

FSCS PROTECTION

Perhaps of even greater concern is whether or not the Financial Services Compensation Scheme (FSCS) would still provide financial protection for those living in Scotland, or for those living outside Scotland who hold savings and investments with Scottish companies.

A Scottish government spokesperson says: 'Following a vote for independence in 2014, Scotland will remain part of the UK while the terms of independence are negotiated. The FSCS is funded by the financial services industry and customers in both Scotland and the rest of the UK would remain protected.

'The Scottish government would ensure that arrangements for an effective compensation scheme are in place, mirroring the level of protection provided in the UK FSCS, and in line with European harmonised levels of consumer protection,' he concludes.

But Owen Kelly, chief executive of Scottish Financial Enterprise (SFE), which represents Scotland's financial services industry, is not convinced. 'As far as we know, little work has been done on whether or how the FSCS could continue to cover Scottish depositors or savers or, indeed, how or whether a Scottish scheme could cover non-Scottish depositors or savers,' he says.

Also, Kelly says the pro-independence argument that the Financial Conduct Authority and Prudential Regulation Authority could continue to cover Scotland even after independence is problematic. He points out that if Scotland wanted to remain an EU member state it would presumably have to fall in line with the rest of the members in having its own regulator. Additionally, he does not see any obvious benefit to the rest of the UK in bearing the risks and liabilities of regulating Scotland.

Kelly stresses the SFE is not politically motivated but needs to understand how independence could affect its members. Indeed, coming across as politically motivated is a fear held by a lot of financial professionals in Scotland.

One wealth manager, who does not wish to be named, says the company has to keep in mind that it has clients who are anti- and clients who are pro-independence and it does not want to alienate any of them.

WHITE PAPER

A number of financial services firms are voicing frustration that there has not been more clarity and certainty around what the post-independence economic landscape would look like. However, the Scottish government, led by the SNP, is expected to issue a White Paper before the end of November with more information.

Kelly says there are five key questions surrounding independence that are most relevant for investors and savers, both within Scotland and outside: What currency could be used? Under what terms could Scotland be a member of the EU? What will be the effects of independence on the current single market for the financial services in the UK? How long would a transition to independence take and how would the process be managed? And, lastly, what would be the requirements for financial regulation?

The scariest part for those living south of the border is that they will have no say in whether Scotland splits from the UK or not, and no input into the answers to these questions, which could go to a referendum once the independence vote has been cast. In the meantime, savers and investors are held hostage. Maybe Wallace would have had a quicker answer?

Scottish independence: currency union warning 'backfires' on Westminster

A warning by Britain's three main political parties that they would rule out a currency union with an independent Scotland has "backfired" as a new poll shows that only slightly more than a third of voters believe Westminster, according to a leading psephologist.
As David Cameron tries to win over wavering voters by holding the first meeting of his cabinet in Scotland next week, John Curtice said that the gamble on a currency union had failed to boost the pro-UK camp amid signs of an increase in support for independence.
The professor of politics at Strathclyde University issued his warning asAlex Salmond said that George Osborne's decision to rule out a currency union in a speech in Edinburgh last Thursday had "backfired in spectacular fashion".
Salmond told MSPs: "Most people in Scotland would feel that George Osborne insulted the intelligence of the Scottish people … The indications we have so far is that the joint enterprise between George Osborne and Ed Balls has backfired on the two unionist parties in spectacular fashion."
The first minister turned on Labour, the Tories and the Liberal Democrats after a poll in the Scottish Daily Mail showed an increase in support for the pro-independence side in the week since the chancellor's speech. The Survation poll found that 38% support independence (up six points on a poll two weeks ago) compared with 47% who support the UK, down five points. Survation cautions that a direct comparison cannot be made between its two polls because of a change in its methodology.
The poll also found that only 37% of voters believe that the Westminster parties mean what they say, suggesting that Salmond's attack on Osborne for "bluff" is striking a chord. Curtice pointed out that only 48% of voters want to form a currency union anyway.
Curtice said that the strategy of the pro-UK Better Together campaign – to create a game-changing moment by ensuring that Britain's three main political parties ruled out a currency union on the same day – has failed. Curtice wrote on the BBC website: "The poll's headline findings suggest that, if anything, the 'no' side's stratagem has not only failed to deliver any immediate boost to the unionist cause, but has actually backfired."
Salmond seized on the Daily Mail as he joked that he was breaking the habit of a lifetime to quote from the pro-Union right wing paper. The first minister dismissed attacks from the Scottish Labour leader Johann Lamont by saying that Labour had inflicted severe damage on itself by aligning itself with Osborne.
He said: "The Labour party have done themselves huge damage by associating with the Conservatives and in particular George Osborne. The reaction of the Scottish people to being told, instructed from on high that our currency – the currency that we jointly built up – actually doesn't belong to us, it belongs to George, is entirely understandable and will be deeply uncomfortable for the Labour party in Scotland."
Salmond was scathing about JosĂ© Manuel Barroso, president of the European commission, who said it would "difficult if not impossible" for Scotland to join the EU because Spain might block its accession bid. Barroso pointed out that Spain, which fears secession by Catalonia, has blocked Kosovo's membership bid because it broke away from Serbia. Salmond highlighted remarks by Jim Currie, a former director general for environment directorate at the European commission, who described Barroso's remarks as "extremely unwise" and "inaccurate".

Barack Obama’s ineptness is helping al-Qaida in Syria and Somalia

Just when you thought amateur hour had run its full course at the U.S. State Department, events in Somalia and Syria — two war zones where al-Qaida is a major player — show American ineptness has a lot more to offer.

First, came news the man hand-picked by Secretary of State John Kerry to act as the sole conduit for aid to Syria’s rebels, Gen. Salim Idriss, has been dismissed by the very Supreme Military Council of the Syrian “moderate” opposition he was supposedly heading.

Now, with no leverage on the ground, it appears the U.S. has given a walkover to whoever wins the Iran vs. Saudi Arabia proxy war in Syria.

With an insurgency that’s dominated by Islamist factions, including groups with connections to al-Qaida, even the best outcome will leave Syria in the hands of hostiles.

Further south in Somalia, the government that is supposedly an ally of the West has been accused of smuggling Western-supplied arms meant for the Somali army straight into the hands of the pro al-Qaida army of al-Shabab .

The “UN Somalia and Eritrea Monitoring Group” last week issued a confidential report accusing the Somalia government of allowing the diversion of weapons meant for its own army into the hands of a leader of the al-Qaida linked Islamist militant group, al-Shabab.

In its 14-page report to the Security Council’s sanctions committee, UN monitors said they had identified at least two centres for arms procurement within the Somali government that were distributing arms to militias not part of the Somali security forces.

The report, obtained by Reuters, pointed fingers at ministers inside Somali President Hassan Sheikh Mohamud’s government as being involved in the arms smuggling.

“A key adviser to the president … has been involved in planning weapons deliveries to al-Shabab leader Sheikh Yusuf Isse,” the report said.
It also referred to the role played by another Somali government minister in relation to arms purchases from a “foreign government in the Gulf”.

The UN Security Council had imposed an arms embargo on Somalia after the country was plunged into civil war.

However, in February, 2013, at the insistence of the U.S. and despite opposition from Britain, France and the Monitor Group, the Security Council voted to partially lift the arms embargo against Somalia, ostensibly to help Mogadishu in its war against al-Shabab.

At the time, those opposed to lifting the arms embargo warned of the relationship between the al-Shabab and Islamists within the Somali government, but it appears no one paid attention at the U.S. State Department.

Toronto lawyer Ahmed Hussen of the Somali Canadian Congress told me, “Many of us had vehemently opposed the lifting of the arms embargo on Somalia, a country already awash with weapons. We were afraid sophisticated weapons would fall into the hands of clan militias and the al-Shabab. This UN report has confirmed our worst fears.”

Hussen says the less reported but more dangerous issue is how the west is training and arming Somali National Army recruits, only for them to then sell their weapons and uniforms on the open market or, worse, to the al-Shabab. “In essence, we are indirectly arming the very forces that we are fighting against in Somalia,” he said.

SOMALILAND’S AIRSPACE CONFLICT DISSCUSED AT UN HEADQUARTERS IN NEW YORK





New York - The United Nations Commission for Human Rights (UNCHR) explored the differences between Somalia & Somaliland with respect to manning each country's airspace.

The UN commissioner Mr. John Ging while speaking at UN headquarters in New York on Wednesday on violations of human rights in Somalia & Somaliland appealed for international community's urgent humanitarian measures in supporting the Somali population in dire needs.

Responding to a question asked by a journalist with New York inner city about the airspace conflict between the two nations and the reasons why Somaliland has banned UN flight at a time when the UN has fully vested the responsibility of administering Hargeisa's airspace to the Government of Somaliland, Mr. Ging hinted that there were several peace talks between the two nations and one such talk was brokered by Turkish Government in Istanbul where it was unanimously resolved that the whole of Somalia's airspace to be in operation.

With respect to the ban on UN flight on the part of Somaliland, Mr. Ging disclosed that the Turkish peace moderator had indeed boarded a UN aircraft that landed in Hargeisa last year and further rubbished it as unfounded rumors based on hearsays as opposed to real facts on the ground meant to tarnish Somaliland's image.

As regards humanitarian situation in Somalia, Mr. Ging appealed to the international community to rescue the population who are in dire need of food & medical kits as a priority.

The human rights commissioner gave a further disclosure of another two million of Somalis who are in a state of malnutrition and require urgent food to salvage them.


Mr. Ging appealed for $ 900 to save the Somali population in need of urgent humanitarian assistance.
