Ethiopia: China Jiangsu International to Contacted for Construction of Schools


Addis Ababa Education Bureau and China Jiangsu International signed a contract to build two schools in the Ethiopian capital, Addis Ababa. The China-Africa Friendship Schools Project will cost 60 million Chinese yuan (US$9.6 million).

Signing the contract, Xie Wei, deputy general manager of China Jiangsu International, said his company will complete the project within 20 months. The China-Africa Friendship School Project "is another landmark for the relations between China and Ethiopia. We will carry out the project strictly as per the agreement to make our contribution to deepen the friendship," Xie said.

Dilamo Otore, head of the Addis Ababa Education Bureau, said the project would contribute to the development of the education sector in Ethiopia, as part of efforts by the Chinese government to help the country over the past decade.

"The Chinese government has made major contribution to attain the millennium development goal (MDG), which means achieving universal primary education for girls and boys," Dilamo  said.

China Jiangsu has previously completed the projects of Hawassa University in southern Ethiopia and Hope University in Addis Ababa.

Somaliland: M.P’s are over paid and out of touch



As a Somalilander, in the diaspora living in the UK we, are dismay and extremely angry with the fact that Somaliland elected representatives are abusing their position by not carrying out public duties on behalf of their constituencies.  There are growing concerns that our members of Somaliland member are failing their obligations, as a respected legislators.

To make matter worst they  get paid huge wages without doing any work most of them failed, to attend important meetings in the Chamber, some whom were expelled, from the House.  Somalilander, abroad  and world wide are deeply uneasy about this issue our law makers, have no regard for their electorate that put them into power. Somaliland M.P’s have no idea the damage they re, causing to democracy and the rule of law, the fact the very people supposed  to protect and safe guard their people are abusing the trust of their constituency. In stead chose to rent an expensive hotels in the Capital, Hargeisa.
And have no desire to  go back their districts, and regions, to help and serve their constituency needs, currently facing high unemployment,  and skyrocketted, food prices  in this holy month of Ramadan by a unscrupulous and cruel food importers. At times like this Somaliland citizens needs their elected reprensentatives on their side, working for them to air their concerns.

Somaliland  M. P’s  needs to understand  what they doing is wrong morally, and politically wrong, it is also undemocratic, unislamic   because they are not acting good  in faith this is unprecedented national scandals.  We know the Chairman’s of the Houses of parliaments get paid enormous salary which is beyond comprehension, Sulaymen Gaal gets $8000 dollar a month, Abdirahman Cirro get paid $6000 for doing nothing travelling back and forth to Europe and Sl, Sulaymen Nuur, chairman of Guurti)  He called himself,  spent more time in London  Hospitals, than Hargeysa.

Somaliland citizens deserves  and expect better  services from their elected legislators,  if this kind of behaviour continues it will  have serious consequences for request for international Aid and recognition, because our legislators, are not implementing  the due process and as a result neglecting their impoverished tiny unrecognised nation,  a typical Afrikan mind sett,   treat yourself and put self interest before their people. how disgraceful  i’ said, shame on you, except one or two M.P’s like Ali  MP Marehan   And  Wabeeye  who single handedly tried their best to pay regular  visit their constituencies in Burao And Odweyne  to met up local people  by engaging with them and discussing current issues.

As for president Ahmed Siilanyo a great advocate of  accountability and always campaign for stand,  up for the poor  and not for the few rich,  we don’t believe that he is at all happy with this waste of tax payers money, at the same time Siilanyo does not want a confrontation with the legislators, at present time in case of a back clash.

We urge Mr Cirro and Sulaymen Gaal to step down and resign  Somaliland parliament is unfit for a purpose,,,, people lost total confidence, of their  M.P’s

Somaliland: Kalsan TV Banned

The operations of a recent addition to the Television channels in the country has been banned.

This decision n came after a meeting between TV stations operating in Somaliland and the minister of Information, Culture and National Guidance Mr Abdilahi Mohamed Dahir 'Ukuse' in his Hargeisa offices.

"The Government has banned the operations of Kalsan TV in the country with immediate effect' announced Minister Ukuse.

According to the information minister the government has proscribed the Kalsan TV because the station is operating illegally following the failure of its proprietors to secure relevant permission from the government.

The Kalsan TV channel which is owned by a Mogadishu based company has been operating in Somaliland for the past five months without obtaining relevant authorities from media registration bodies in Hargeisa.

The information minister informed Somalilandsun that the action taken on Kalsan TV comes after several requests by the ministry for the proprietors to obtain necessary permission which had ultimately come to nought.

Said he, "We were forced to ban the TV channel from operating in the country after persistent requests for legalizing operations went unheeded"
At the meeting representatives of over five TV Stations operating in the country which are owned by either Somalilanders or citizens of Somalia concurred on the imperative need of conducting operations within legal parameters established by the government.

While the government has in the past had to act tough with a number of media houses and individual journalists for alleged unethical practices Kalsan becomes the first to be banned for illegal operations.

Somaliland: UK Lauds Airspace Management Agreement

The UK Government has welcomed the agreement reached between Somaliland and Somalia on the joint-technical committee responsible for administering both nations airspace terming it "A constructive approach that helps everyone."

This is according to a tweet by Kenyan based UK Ambassador to Somaliland and Somalia, Neil Wigan: "Welcome #Somaliland and #FGS airspace agreement in Ankara. A constructive approach that helps everyone.." read the tweet

The agreement signed in Turkey appoints a technical committee, comprised of officials from both sides of the table, to jointly-administer Somaliland and
Somalia's airspace after receiving full control from The United Nations. The Technical Committee will base its office in Hargeisa, Somaliland; and, are expected to have an equal revenue-sharing scheme.

Somaliland and Somalia will resume the third phase of talks in Ankara, Turkey within the next 120 days.

Somalia: Facebook accused of liking Somalia pirates

Refuses to provide info on ship hijackings organised on social media site

UN sanctions experts complained Friday (July 19th) that Facebook refuses to answer questions about ship hijackings suspected to be organised on social media sites, AFP reported.


Reporting to the UN Security Council, they say that Somali pirates are supported by a network of accomplices, including bankers, businessmen, politicians and aid workers .

"Investigations have confirmed that these myriad facilitators are interlinked through various communication channels and employ social network services, such as Facebook," said their report.

They added, "Despite repeated official correspondence addressed to Facebook Inc., it has never responded to monitoring group requests to discuss information on Facebook accounts belonging to individuals involved in hijackings and hostage-taking."

The experts say other private companies are providing "active and comprehensive support".

Facebook has not replied.

Al Qaeda militants flee Iraq jail in violent mass break-out

BAGHDAD/MOSUL, Iraq (Reuters) - Hundreds of convicts, including senior members of al Qaeda, broke out of Iraq's Abu Ghraib jail as comrades launched a military-style assault to free them, authorities said on Monday.

The deadly raid on the high-security jail happened as Sunni Muslim militants are gaining momentum in their insurgency against the Shi'ite-led government that came to power after the U.S. invasion to oust Saddam Hussein.

Suicide bombers drove cars packed with explosives to the gates of the prison on the outskirts of Baghdad on Sunday night and blasted their way into the compound, while gunmen attacked guards with mortars and rocket-propelled grenades.

Other militants took up positions near the main road, fighting off security reinforcements sent from Baghdad as several militants wearing suicide vests entered the prison on foot to help free the inmates.

Ten policemen and four militants were killed in the ensuing clashes, which continued until Monday morning, when military helicopters arrived, helping to regain control.

By that time, hundreds of inmates had succeeded in fleeing Abu Ghraib, the prison made notorious a decade ago by photographs showing abuse of prisoners by U.S. soldiers.

"The number of escaped inmates has reached 500, most of them were convicted senior members of al Qaeda and had received death sentences," Hakim Al-Zamili, a senior member of the security and defense committee in parliament, told Reuters.

"The security forces arrested some of them, but the rest are still free."

One security official told Reuters on condition of anonymity: "It's obviously a terrorist attack carried out by al Qaeda to free convicted terrorists with al Qaeda."

A simultaneous attack on another prison, in Taji, around 20 km (12 miles) north of Baghdad, followed a similar pattern, but guards managed to prevent any inmates escaping. Sixteen soldiers and six militants were killed.

CONVOY ATTACK

Sunni insurgents, including the al Qaeda-affiliated Islamic State of Iraq, have been regaining strength in recent months and striking on an almost daily basis against Shi'ite Muslims and security forces amongst other targets.

The violence has raised fears of a return to full-blown conflict in a country where Kurds, Shi'ite and Sunni Muslims have yet to find a stable way of sharing power.

Recent attacks have targeted mosques, amateur football matches, shopping areas and cafes where people gather to socialize after breaking their daily fast for the holy Muslim month of Ramadan.

Relations between Islam's two main denominations have been put under further strain from the civil war in Syria, which has drawn in Shi'ite and Sunni fighters from Iraq and beyond to fight against each other.

In the city of Mosul, 390 km (240 miles) north of Baghdad, a suicide bomber detonated a vehicle packed with explosives behind a military convoy in the eastern Kokchali district, killing at least 22 soldiers and three passers-by, police said.

Following the attack, leaflets were found near mosques in Mosul signed by the Islamic State of Iraq and the Levant, which was formed earlier this year through a merger between Syrian and Iraqi affiliates of al Qaeda.

"After receiving information from our precious nation's sons about the arrival of a convoy of the Safavid Raafidi Army... the lions of the Islamic State of Iraq and the Levant have confronted them," read the leaflets, using derogatory terms to refer to Shi'ites.

Four other policemen, were killed in a separate attack in western Mosul, Iraq's third-largest city and capital of the Sunni-dominated Nineveh province.

Nearly 600 people have been killed in militant attacks across Iraq so far this month, according to violence monitoring group Iraq Body Count.

That is still well below the height of bloodletting in 2006-07, when the monthly death toll sometimes exceeded 3,000.

Young men in their early thirties occupying high public offices in Somaliland!?? It was unthinkable and unheard phenomenon in our society. It was not the tradition of the Somaliland’s old political elite to provide the young people a real opportunity to get involved in the political and social decision-making process of their own country.

In Somaliland, engaging in political matters has been always considered as an issue for the older people. The young people with political ambitions had no opportunity whatsoever to achieve their political ideals. They were told or made believe that politics is a very bad and dangerous thing that they should think twice before they start with it. The young people were increasingly discouraged, kept them ignorant and at a distance by the old elites. Before President Ahmed Silaanyo’s government came into power; that was still the case!

As a wise and time-honoured leader, President Ahmed Silaanyo has restored the young generation’s belief and trust in the political system, in government as well as in the democratic system in their country. For the last two decades the lives of the young people in Somaliland have been facing so many difficulties and challenges on different situations. As a seasoned politician, the President knows exactly that the future of our country is mainly depending on the degree of involvement of young people. The President is completely convinced that the young people should be fully engaged in every level of the government. The young people constitute the backbone of Somaliland population and they are the future leaders of this nation.

It was his government’s initiative to encourage and to be actively engaged the young people in the political dynamics as well as in the decision making process of the country. By a daring and brave decision-making, combined with an impressive and adaptable leadership quality President Ahmed Silaanyo turned the young generation’s dreams into reality.

After successful local council elections in Somaliland, the generation shift in political and social fields is a reality. The future leaders are coming. There has been a democratic revolution in the Somaliland Republic. The local council elections in Nov. 2012 and the irrefutable results thereof, was a revealing political landslide which has permanently changed the mentality and century’s old social perception of the content and substance of politics. Suddenly, the political dynamics in Somaliland (and everything around it) became very young and attractive in which everyone is longing for.

The current government of Somaliland has swept away the political stumbling block that previously kept off so many talented young people and barred them from exercising their constitutional rights and to get involved with the political matters in their homeland.
Young people in Somaliland with political ambitions that in the past had no chance of succeeding are today very grateful for the government led by President Ahmed Silaanyo. In that aspect, the electoral promise and commitment of the current government has been thereby beyond compare materialized.

COCLUSION:
At a time of rising hostility, animosity and jealousy towards our nation and country, we don’t need shoot-from- the-hip policy. For the sake of our unity and social togetherness, we should be more sensible and find out non-destructive ways to express our views and to make known our discontent and disagreement with regard to the way in which the current government leads and governs the country. Let us start and come up with well considered and more constructive debates that can be part of the cause for our nation and can contribute to the advancement of our people and country’s future challenges.

Although you may personally not in agreement with all of President Silanyo’s policy stances and the way in which his government runs the country, I suppose you love your country and you care about your people.  That’s why you should support and respect the incumbent as the President of Somaliland Republic. We should not bad-mouth him to others (Somaliland enemies) but respect and sustain him as our President; knowing the fact that he is democratically elected by the majority of Somaliland electorate! If you have an issue regarding his policies, take a stand and have your say, use your individual rights granted by the Constitution, start a petition, and get involved in the democratic process.

Somalia: PM Hailemariam Meets Somalia's Defense Minister

The Somali Defense Minister was on a visit to Addis Ababa and held discussions with the Prime Minister and senior military officials including the Chief of Staff, General Samora Yunus.

The Prime Minister said Ethiopia would strengthen support to Somalia to ensure sustained peace and stability in that country.

He said Ethiopia would also enhance support to strengthen Somalia's defense force through capacity building training, the Premier said.

Discussions also covered the withdrawal of Ethiopia's forces currently deployed in Somalia.

Last week Ethiopia withdrew the troops that had been based in Baidoa, the capital of Bay region, handing over to AMISOM and Somali national forces.

Ethiopian Ministry of Foreign Affairs spokesperson, Ambassador Dina had said on Thursday that there was "a firm schedule for Ethiopian troops to gradually withdraw from all of its operations this year on the basis that Al-Shabaab will not come back and take over."

He added that this would require strategy and coordination to ensure a smooth transition.

Minister Abdulhakim Haji Mohammed told reporters after the meeting that his discussions with PM Hailemariam were focused on existing bilateral relations between Ethiopia and Somalia.

The two sides discussed ways of eliminating Al-Shabab and other terrorist groups from Somalia, he said.

They also exchanged views on ways of enhancing existing relations between the two countries in the areas of trade and agriculture, among others.

The Minister expressed his government's appreciation to Ethiopia's contribution in the fight against terrorism.
