Putin rules out handing Snowden over to United States

(Reuters) - A former U.S. spy agency contractor sought by Washington on espionage charges appeared on Wednesday to be still in hiding at Moscow's Sheremetyevo airport and the national airline said he was not booked on any of its flights over the next three days.

Edward Snowden fled to Hong Kong after leaking details of secret U.S. government surveillance programs, then flew on to Moscow on Sunday, evading a U.S. extradition request. President Vladimir Putin said on Tuesday he was in the transit area of the airport and he had no intention of handing him to Washington.

"They are not flying today and not over the next three days," an Aeroflot representative at the transfer desk at Sheremetyevo said when asked whether Snowden and his legal adviser, Sarah Harrison, were due to fly out on Wednesday.

"They are not in the system."

Snowden has not been seen in public but Russian officials say he is at the airport, awaiting a response to an appeal for asylum in Ecuador. The logical route to be taken - and one for which he at one point had a reservation - would be an Aeroflot flight via Havana.

The choice of alternative flights, while the United States presses other countries not to take him in or to arrest him on arrival, would be limited.

Putin denied Snowden was being interviewed by Russian intelligence and said any U.S. accusations that Moscow was aiding him as "ravings and rubbish".

That prompted a new extradition demand by Washington, which said there was a "clear legal basis" to do so.

The row threatens to further fray ties between the United States and Russia, which have argued over human rights and Putin's treatment of opponents in a year-old third term and have squared off over Syria conflict in the U.N. Security Council.

Somaliland: Unearthing the New Foreign Policy Chief?

The new Somaliland minister of foreign affairs Dr. Mohamed Bihi Yonis now mandated with spearheading the country's foreign policy is a locally unknown entity which might be a negative which is countered by his international standing as well as abilities, skills and knowledge in diplomacy.

Born in 1947, Dr. Mohamed Bihi Yonis holds a master's degree in public administration from Harvard University and a bachelor's degree in political science from Miami University. He has a diploma in education from the Teachers Training College in Hargeisa and Gohrde College in Germany, and a certificate in conflict management from the Canadian Institute for Conflict Resolution.

In September 2009 United Nations Secretary-General Ban Ki-moon and African Union Chairperson Jean Ping appointed Dr. Mohamed Bihi Yonis as Deputy Joint Special Representative for Operations and Management in the African Union-United Nations Hybrid Operation in Darfur (UNAMID). Mr. Yonis succeeded Hocine Medili of Algeria.

Dr. Yonis's prior peacekeeping experience also includes senior-level assignments in field missions, including serving as the Chief Administrative Officer with the United Nations Truce Supervision Organization (UNTSO) from 2002 to 2006 and the Chief Administrative Officer in the Office of the United Nations Special Coordinator for the Middle East Peace Process (UNSCO) from 2001 to 2002. Prior to service in peacekeeping, he worked for the African Development Bank in Côte d'Ivoire in various senior positions, including the Director and Management Adviser to the President of the Bank and the Deputy Director of Human Resources Management.

Dr. Mohamed Bihi Yonis is married to Halima Mumin, with whom he has four children: Safia Yonis, Zacharia Yonis, Fatima Yonis and Ahmed Yonis.

Somaliland: Crown Hotel to Sue Somtel for Absconding 300 Persons Lunch Booking Plus Damages

Luncheon meant for Sportsmen donated to the Mentally Ill and IDP's after invitees fail to appear.

HARGEISA – Patients at the Hargeisa Mental Hospital and State House IDP camp residents partook to a kingly meal courtesy of the Crown Hotel Management.

The $10 meal a plate good fortune befell the patients and Internally displaced persons-IDP's after 300 guests hosted by Somtel Telecommunicate Hargeisa based hotel as per agreed between 12.30 to 1.30 pm on Monday .

"We were forced to donate the luncheon to the Hargeisa hospital for the mentally ill and state house IDP camp around 2pm after the intended guests failed to appear" said Osman Hindi the hotel's proprietor.
According to the Crown hotel proprietor arrangements which were entered on upon by the hotel and officials from Somtel were put to gear in the early morning with purchase of various items as per the order and staff embarking on preparations.

"The entire staff worked extra hard thus ensure the country's sports cream who had just completed competition at the national sports championships were given the best service possible"

Working tirelessly and having closed the door to its usual lunch customers the hotel management and staff started fidgeting at 12.30 pm when not a member of the host company of Somtel had contacted or visited the hotel to inquire on progress.

"On contacting the senior Somtel officer who had made the arrangements only for him to inform me that he was in Berbera on business"

Armed with this turn of events Mr. Hindi was surprised after contacting another senior Somtel official who informed him that he was busy at a function the company was hosting for sportsmen at the Mansoor hotel.

"With confirmation that the sumptuous luncheon was not to be eaten by the persons the hotel management decided to donate it to patients at the city's mental Hospital and IDP camp because it would have gone to waste" Said Mr. Hindi

After distributing the food the now irate crown management decided to follow up the issue with Somtel who informed that the change of venue was as due to security fears of the youth and sports minister.

"Somtel told me that the change of venue from Crown to Mansoor hotel emanated from the Sports minister who offered to pay the cost difference" said the crown operator.

Mr. Hindi says he now wants Somtel to pay not only for its failure to fulfill its contractual arrangements but other damages including loss of hotel credibility.

"If Somtel had informed us of the change of plans in time we would not be in the position we find ourselves" added Osman Hindi

The Crown owner who says he is in good terms with Somtel company at both a personal and professional level and thus sympathetic to the intrusion of the Telecommunication giants affairs by a government minister intent on gaining mileage by politicizing commercial activities is open to negotiations.

In this context the Hotel management is willing to defer legal charges if at the onset Somtel apologizes for its conduct and agrees to out of court negotiations as per the best route of solving the impasse.

"As for the minister of youth and sports Mr. Ali Saeed Raygal a public apology is the only remedy and nothing else"

The Crown hotel management says they are mostly aggrieved by the minister's insinuations that the Crown hotel smack within the center of the capital city of Somaliland is insecure for him while not an incident of terrorism has ever occurred within its compound.

They are also incensed at the attachment of the hotel to insecurity by a senior official of the government, none the less a minister, of the very administration that is mandated with citizens protection.

Contact with the sports minister initiated by the hotel proprietor ended in a deadlock as the minister says he was not involved in the choice of venue and neither did he term the Crown hotel an insecure place unworthy of hosting such a meeting.

Although Somalilandsun could not access Somtel officials directly, it is privy to third party discussion s with a senior official who apart from informing that Crown Hotel was the company's preferred venue of the luncheon also revealed that the change to Mansoor hotel was at the behest of the sports minister.

While all are free to choose where to dine or host guests the big question is why the Crown hotel management wasn't informed in time and who will bear the cost of luncheon which was feasted on by the neediest?
At the same the nomadic way of making deals in the country makes it difficult for Crown hotel to present documentary proof of the deal with Somtel though again the nomadic way, read handshake, manner shall prevail as usual.

According to one of the coaches invited the purpose of the meeting at Crown later changed to /Mansoor hotel was to facilitate the awarding of the Dahabshil/Somtel company donated car meant for the top goal scorer in the football championship at the just concluded National sports Tournament held in Hargeisa from 2nd to 21st June with 13 regions competing.

The brand new crown vehicle plate # SL 49597 which has remained at the hands of the company three days after the tournament came to an end was submitted to the ministry of sports during the Mansoor hotel meet, thus the ministry's decision on ultimate winner since three players each with 4 goals are in contention.

Nelson Mandela in critical condition days before Obama visit

(CNN) -- Throughout the night, crowds of people stood outside the hospital where former South African President Nelson Mandela is being treated, and among the balloons, posters and cards early Tuesday were dozens of news crews and broadcast vans.

More than 40 vehicles crowded the parking spaces outside the Medi-Clinic Heart Hospital in Pretoria, the South African Press Association reported. Generators hummed and the area was brightly lit for the news organizations doing regular live broadcasts.

Mandela's daughter Makaziwe Mandela left the hospital Monday night, SAPA reported. Other family members, including ex-wife Winnie Madikizela-Mandela and daughters Zindzi Mandela-Motlhajwa and Zenani Mandela-Dlamini, left earlier in the day.

Government officials paid visits as well.

Mandela's wife, Graca Machel, spends every night at the hospital, where the former president has been since June 8 for a recurring lung infection. Previously, authorities had described his condition as serious but stable.

But over the weekend, his health took a turn for the worse, with the South African president's office saying he was in critical condition.

"The doctors are doing everything possible to ensure his well-being and comfort," President Jacob Zuma told the nation Monday.

The former president's health will not affect U.S. President Barack Obama's planned visit to the country this week, Zuma said, according to the press association.

Mandela, 94, has become increasingly frail over the years and has not appeared in public since South Africa hosted the World Cup in 2010.

Outside the hospital Monday, a security wall was awash with get-well cards, balloons, flowers, cards and paintings, the press association reported.

Ready for the spiritual realm

For Mandela's family, these are very personal times -- times to be cherished as the end nears.

"I believe he is at peace," said Makaziwe Mandela, who was born in 1953 to Mandela's first wife, Evelyn.

"All we do every day is take one day at a time and pray to the good Lord," Makaziwe told CNN's Robyn Curnow.

"All I pray for as a daughter is that the transition is smooth. ... He is at peace with himself. He has given so much to the world."

The anti-apartheid hero has been in and out of the hospital in recent years.

His history of lung problems dates to when he was a political prisoner on Robben Island during the apartheid era, and he has battled respiratory infections since.

Considered the founding father of South Africa's democracy, Mandela became an international figure while enduring 27 years in prison for fighting against apartheid, the country's system of racial segregation.

South Africa's governing African National Congress noted "with concern" Sunday the change in Mandela's health.

"The African National Congress joins the presidency in calling upon all of us to keep President Mandela, his family and his medical team in our thoughts and prayers during this trying time," it said.

A Nobel laureate

In 1993, Mandela and then-South African President F.W. de Klerk jointly won the Nobel Peace Prize.

The iconic leader was elected the nation's first black president a year later, serving only one term, as he had promised.

Even as he has faded from the spotlight, he remains popular and is considered a hero of democracy in the nation. Last year, South Africa launched a new batch of banknotes with a picture of a smiling Mandela on the front.

His impact extends far beyond South Africa. After he left office, he mediated conflicts in Africa and the Middle East.

Word of his worsening health drew global expressions of concern.

"We have seen the latest reports from the South African government that former President Mandela is in critical condition," Caitlin Hayden, a U.S. National Security Council spokeswoman, said in a statement Sunday. "Our thoughts and prayers are with him, his family and the people of South Africa."

Somalia: Lights and shadows (Kenya's Daily Nation Interviews Matt Bryden)

Ongoing efforts to build a lasting peace in Somalia represent one of the greatest challenges facing the Horn of Africa with implications for all of Somalia’s neighbours and countries further afield. How has the government performed so far?

Veteran Somalia watcher and former co-ordinator of the UN Monitoring Group for Eritrea and Somalia, Matt Bryden, spoke to Sunday Nation correspondent Rashid Abdi on this issue and the question of the deadlock over Jubaland, which has become a hot-button issue in Mogadishu and Kismayu.

Q: How would you rate the government’s overall performance in the last 11 months?

A: I think the government came in with a great deal of goodwill and optimism and has set out a very ambitious programme. And one of the problems in setting out such an ambitious programme is that it has, obviously, not been able to meet all of those expectations.

The Six-Pillar Strategy is very broad, and it requires much greater capacity than the government possesses. Most of the objectives the government has set for itself will not be realised in the near-term or even in the medium-term. These objectives will require years (to achieve).

So, there is disillusionment. There is criticism that the government has failed to meet those objectives.

More importantly though, I think the government has lost track of some of its core responsibilities under the provisional constitution. The Somali Federal Government’s (SFG) predecessors — the Transitional Federal Governments that have succeeded each other over few years since 2000 — all failed to accomplish any of the tasks required to set up a stable government.

The constitution is incomplete; the structure of the state is not complete; there is no electoral system yet in place. And so with little more than 36 months remaining in its term of office, it is incumbent upon the SFG to complete all of these tasks.

If you consider that it will take at least 12 months — more realistically 18 — to prepare and conduct elections and a constitutional referendum, then we have 18 months remaining in which the government must complete the groundwork. And unless it is able to focus on those tasks with laser-like concentration, then the SFG is going to reach the end of its term of office without having done what it needs to do under the constitution.

Q: Running out of time, perhaps, but isn’t there a sense too the government may be also complicating matters for itself by fighting over issues that, arguably, distract it from concentrating on those more critical core objectives you have just outlined? I am thinking here of Jubaland? What in your view would be the best way to resolve the Jubaland deadlock?

A: The Jubaland issue has become, unexpectedly, the issue on which this government has chosen to fight for its platform, for its agenda and for its term of office. It is an extremely dangerous and divisive issue for a number of reasons.

The Jubaland dispute revives the clan-based narrative of Hawiye-Darood contestation that fuelled horrific violence in the early days of the civil war. And it involves geopolitical competition between those that believe the government of Somalia should be more closely tied to Igad and the African Union and those that believe the government should look towards the Arab League, the Organisation of Islamic Conference as well as new, non-traditional international partners — which is generating serious friction within the Igad region.

But most importantly, Jubaland is a distraction. The government cannot afford the time and energy to become embroiled in a battle over Jubaland, and I believe it should avoid becoming party to one. The Federal Government has the opportunity to rise above this and to leave such disputes over federalism to the Independent Boundaries and Federation Commission that is to be established by Parliament.

On the other hand, the Jubaland initiative which, to some extent, represents the desire of the people of southern Somalia to have their own regional government is, without question, incomplete, and is based on only one of several legitimate, but very different, interpretations of the federal constitution.

What is needed is a dialogue where the Federal Government can engage with the Jubaland authorities to find ways to enlarge participation in the government that has been recently declared, to discuss the distribution of powers and responsibilities between Mogadishu and Kismayo, and to insist that the final structure of any Jubaland administration will be ultimately resolved under the auspices of an independent and credible boundaries and federation commission.

I think if the Jubaland leadership would agree to enlarge their political base and to accept that the commission will ultimately be able to modify whatever has been agreed before the end of the SFG’s term of office, and before the federal constitution is ratified, then I believe we would be on our way to finding the middle ground.

Q: The Somalia-Somaliland dialogue has been mooted for a while now and preparations are under way for a new round of talks despite the recent ill-tempered row over airspace and aviation issues. How do you assess overall prospects and what would be the outcome?

A: The dialogue between the SFG and before it the TFG and Somaliland is a very positive step. This is the first time a government in Mogadishu and an administration in Hargeisa have recognised one another as parties to a dispute and that they have something to discuss. The fact that the ice has been broken and they are talking to each other is a very important development.

However, it is extremely difficult and the greatest risk in this dialogue is trying to move too fast and arriving inadvertently at a point of disagreement, rupture and recriminations.

So, it is very important that these talks proceed, initially, on a technical basis, exploring common ground, where they look primarily at those issues that are of mutual concern — principally security, airspace, maritime space, commerce, economic issues and the movement of people and goods. These are the kind of things that are happening anyway, but could be formally agreed and codified between them.

When it comes to political issues between them, there is a dichotomy — a diabolical paradox. Both governments see themselves as constitutionally bound to uphold the rule of law.

For Somaliland, that is respect for the declaration of independence in 1991. For the SFG, that is respect for the unity and territorial integrity of Somalia, which is recognised by the AU, the UN and the broader international community. For either of these authorities to shift from those positions would be political suicide. And so neither is able to engage in a political dialogue that leads to an unfavourable predetermined outcome, one way or another.

I think the only way they are going to be able to talk about final status is if the outcome remains open, because peaceful resolution of the unity issue can only be achieved through mutual consent — not coercion.
