Ethiopian rebel group ends arms struggle, returns home


(ADDIS ABABA) – A rebel group from Ethiopia’s Benishangul Gumuz region, where Ethiopia is building a major dam on the Blue Nile has laid down its arms, the Ethiopian government said on Saturday.

Buses carrying hundreds of members of the Benishangul People’s Liberation Movement (BPLM) arrived at Benishangul Gumuz region where they were warmly welcomed by thousands of people.

BPLM and the Ethiopian government reached a peace agreement last year after rounds of negotiations that took over two years.

The deal was possible after the group agreed to fully accepted and abide by the constitution of the country and end its 17 years of armed struggle.

Members of the rebel group will not be prosecuted. They will also receive support from the government which will enable them to actively take part in the developmental activities of the region.

Following the peace pact, the Ethiopian government has released detained members of the BPLM.

One of the group’s leaders, Husien Ahmed, told Sudan Tribune that his group decided to lay down arms because making peace was the right and best option.

“We sign peace deal because we believed it was right time for reconciliation with the government and the people of Ethiopia.”

Ahmed called on other rebel groups to end their rebellion and engage in peace processes in order to reach national reconciliation.

The rebel leader admitted that his group has been receiving financial and military support from neighboring Eritrea, with which Ethiopia has had tense relations since a 1998-2000 border war that has killed an estimated 70,000 people.

The Ethiopian government has called on the group to fully implement the agreement and distance itself from internal and external anti-peace elements.

This is second time for the group to sign peace pact with government.

In 2005 the group sealed peace deal however it broke the deal a year later and resumed its armed struggle.

It was said that the peace agreement will enhance security in the region and would encourage other rebel groups to similarly join the peace process.

The BPLM has been operating in Eritrea and in Sudan.

According to the agreement, the group’s right to operate in Ethiopia’s legal system will be respected.
The Ethiopian government has been encouraging rebel groups to come for the negotiating table.
Since 2010 a faction of the Ogaden National Liberation Front (ONLF) and United Western Somali Liberation Front have signed peace pact with government.

Washington: WikiLeaks has released an annotated version of what it says is a leaked transcript of a documentary that takes a critical look at the anti-secrecy group ahead of the film’s US premiere on Friday.

WikiLeaks said it had not participated in the making of We Steal Secrets: The Story of WikiLeaks, a film by Alex Gibney that focuses on the website’s controversial founder Julian Assange and its chief informant Bradley Manning.

Manning, a US Army intelligence analyst who admitted to leaking hundreds of thousands of secret military logs and confidential embassy cables to WikiLeaks, faces possible life imprisonment in a military trial to resume 3 June.

Assange, the Australian hacker who founded the site, has been holed up in Ecuador’s London embassy for nearly a year, seeking to avoid extradition to Sweden, where he is wanted for questioning in a sexual assault case.

WikiLeaks said late Thursday that the film “portrays Manning’s alleged acts as a failure of character rather than a triumph of conscience,” and said the film’s portrayal of his relationship with Assange was “grossly irresponsible.”

The portrayal “suggests—erroneously and when evidence is to the contrary—that Assange may be guilty of conspiring with Bradley Manning to commit espionage or similar offences.”

The WikiLeaks statement added that “neither Julian Assange nor anyone associated with WikiLeaks over the past two-and-a-half years agreed to participate in the film.”

It then posted what appeared to be a full transcript of the documentary with copious notes alleging factual errors and misrepresentations.
Gibney could not immediately be reached for comment.

But in a recent interview with CBS news, the American director said the film is concerned with “both the abuse of power and hubris on the part of the US government, but certainly also on the part of Julian Assange.”
“At his moment of greatest fame, (Assange) ends up becoming all too much like the enemies he sought to take out or expose,” Gibney said.

Gibney told CBS he engaged in “endless negotiations” with Assange but that his requests to interview the WikiLeaks founder were ultimately denied.

He was also unable to interview Manning, who has been in military detention since his arrest in 2010.

The United States has accused WikiLeaks of endangering national security by leaking the documents, which included reports of torture and civilian casualties in Iraq and Afghanistan.

The diplomatic cables include candid comments by world leaders and confidential assessments by US diplomats that in many cases proved embarrassing to the State Department and other governments.
Manning admitted in February to leaking the war logs and diplomatic cables to WikiLeaks and said he would plead guilty to 10 of the less serious charges against him, which could see him sentenced to 20 years in military custody.

The 25-year-old, who was working as a US Army intelligence analyst when he was arrested in Iraq in 2010, has denied the more serious charge of “aiding the enemy,” which could carry a life sentence.

Manning is set to go before a full court martial on 3 June, with the trial expected to last 12 weeks

'No Nile, no Egypt', Cairo warns over Ethiopia dam

CAIRO (Reuters) - Egypt's foreign minister, vowing not to give up "a single drop of water from the Nile", said on Sunday he would go to Addis Ababa to discuss a giant dam that Ethiopia has begun building in defiance of Cairo's objections.

Speaking to Egypt's state news agency MENA two days after the Ethiopian government flatly rejected a request from Cairo to halt the project, Mohamed Kamel Amr said Egyptians view any obstacle to the river's flow as a threat to national survival.

"No Nile - no Egypt," he said, highlighting the pressure on the Egyptian government, whose popularity is wilting in the face of economic troubles, to prevent the hydro power plant cutting already stretched water supplies for its 84 million people.

Last week, Ethiopia summoned the Egyptian ambassador after politicians in Cairo were shown on television suggesting military action or supporting Ethiopian rebels - a mark of the threat felt in Cairo from the plan to dam the Blue Nile, the tributary that supplies the bulk of water downstream in Egypt.

"Egypt won't give up on a single drop of water from the Nile or any part of what arrives into Egypt from this water in terms of quantity and quality," Amr told MENA, noting that Egypt has little rain and is effectively desert without its great river.

Speaking at a news conference, he declined to detail the action Egypt might take next but noted Ethiopian assurances that Africa's biggest hydro station would not cut water supplies.

"We have a plan for action, which will start soon," Amr said. "We'll talk to Ethiopia and we'll see what comes of it.

"Ethiopia has said it will not harm Egypt, not even by a liter of water. We are looking at ... this being implemented."

Countries that share the Nile have long argued over the use of its waters, repeatedly raising fears that the disputes could eventually boil over into war. Egypt, struggling with a shortage of cash and bitter internal political divisions following a 2011 revolution, called on Ethiopia to stop work after engineers began diverting the course of the Blue Nile late last month.

In Addis Ababa, a government spokesman called that request a "non-starter" and dismissed threats from Cairo of "sabotage" and "destabilization", saying attempts by Egypt under its previous military rulers to undermine Ethiopian leaders had failed.

The possible downstream effects of the $4.7-billion Grand Renaissance Dam, some 40 km (25 miles) from Ethiopia's border with Sudan, have been disputed and full details are unclear.

While letting water through such dams - of which Egypt, Sudan and Ethiopia already have several - may not reduce its flow greatly, the filling of the reservoir behind any new dam means cutting the river's flow for a time. Evaporation from reservoirs can also permanently reduce water flowing downstream.

Now 21 percent complete, the new dam on the Blue Nile will eventually have capacity of 6,000 megawatts and is central to Ethiopia's plans to become Africa's leading exporter of power.

Sudan, which borders Egypt and Ethiopia and also gets much of its water from the Nile, said it supported the project.

"The Grand Renaissance Dam brings many benefits and blessings for us," Information Minister Ahmed Belal Osman told reporters in Khartoum.

He gave no details, but Sudanese officials have said the dam will enable Ethiopia to export power to Sudan, a country with frequent outages and one of its closest allies in Africa.

WASHINGTON (AP) — A 29-year-old American who works as contract employee at the National Security Agency is the source of The Guardian's disclosures about the U.S. government's secret surveillance programs, the London newspaper reported Sunday.

The leaks have reopened the post-Sept. 11 debate about privacy concerns versus heightened measure to protect against terrorist attacks, and led the NSA to ask the Justice Department to conduct a criminal investigation.

The Guardian said it was publishing the identity of Edward Snowden, a former technical assistant for the CIA and current employee of defense contractor Booz Allen Hamilton, at his own request.

"I have no intention of hiding who I am because I know I have done nothing wrong," he was quoted as saying.

The director of national intelligence, James Clapper, has decried the revelation of the intelligence-gathering programs as reckless, and in the past days has taken the rare step of declassifying some details about them to respond to media reports about counterterrorism techniques employed by the government.

An Internet scouring program, code-named PRISM, allows the NSA and FBI to tap directly into the servers of major U.S. Internet companies such as Google, Apple, Microsoft, Facebook and AOL, scooping out emails, video chats, instant messages and more to track foreign nationals who are suspected of terrorism or espionage.

The NSA also is collecting the telephone records of millions of American customers, but not actual conversations.

President Barack Obama, Clapper and others have said the programs are authorized by Congress and subject to strict supervision of a secret court.

Snowden is quoted as saying that his "sole motive is to inform the public as to that which is done in their name and that which is done against them."

The Guardian reported that Snowden was working in an NSA office in Hawaii when he copied the last of the documents he planned to disclose and told supervisors that he needed to be away for a few weeks to receive treatment for epilepsy.

He left for Hong Kong on May 20 and has remained there since, according to the newspaper. Snowden is quoted as saying he chose that city because "they have a spirited commitment to free speech and the right of political dissent", and because he believed it was among the spots on the globes that could and would resist the dictates of the U.S. government.

Snowden is quoted as saying he hopes the publicity the leaks have cause will provide him some protection and that he sees asylum, perhaps in Iceland, as a possibility.

"I feel satisfied that this was all worth it. I have no regrets," Snowden told the newspaper.

He was said to have worked on IT security for the CIA and by 2007, was stationed with diplomatic cover in Geneva, responsible for maintaining computer network security. That gave him clearance to a range of classified documents, according to the report.

"Much of what I saw in Geneva really disillusioned me about how my government functions and what its impact is in the world," he says. "I realized that I was part of something that was doing far more harm than good."

As the UN, US, EU sanctions continue to bite the Iranian government; its subsidiary companies are now playing the smart role to explore in new business opportunities in Africa. These companies are mainly operating in the Middle East. Recently, Simatech Shipping LLC, which operates feeder services between Dubai and Bandar Abas port, has entered a contract agreement with Mogadishu Port Authority. They operate under the name of Mogadishu Port Container Terminal (MPCT). Simatech has leased a container terminal inside Mogadishu port and now they are trying to convince port management to exclusively takeover the stevedoring activities in whole port. Even though, most of the shipping companies are opposed their proposal. In corporation with powerful former ministers, they are now expanding their activities in Kenya in order to obtain a United Nations contracts with different names.

Recently, they have formed Liberty Shipping Ltd, which is a sister company for Simatech Shipping LLC. Liberty will mainly focus feeder services from Mombasa to Mogadishu container shipment. This will jeopardize the new Somali government's efforts to engage the international communities and the UN Agencies. We must prevent the Iranian Revolutionary Guard fromoperating inside Somalia. They are a powerful organ which has been created to encounter American pressure and international sanctions, which are intended to persuade Tehran to abandon alleged plans to develop nuclear weapons.

It is the full responsibility of the new Somalian government to safeguard the interest of the Somalian people and avoid isolations from the international community.

Ambassador Annadif notes that while the overall situation in Somalia continues to evolve positively, the country nonetheless remains confronted with serious challenges which require the utmost attention of its political, religious and community leaders at all levels.

‘The Somali people and leaders must necessarily capitalize on the security gains made by AMISOM, the Somali security forces and their allies, to further peace and prosperity. They must seize this opportune moment to bring to an end the political disputes that complicates the process of stabilizing Somalia,’ states Ambassador Annadif.

Somaliland: UK Zigzags on Nations Quest for Recognition

While the UK now takes the lead on Somalia, getting Nicholas Kay appointed UN envoy and chairing today's Security Council debate about the country, it does not seem to take seriously the arguments for independence of Somaliland, as well as Puntland and Jubaland.

Meanwhile, in the midst of the Somalia debate in the Security Council, UK Ambassador Mark Lyall Grant re-tweeted about the right of self-determination of people in the Falkland Islands. What about self-determination in Hargeisa?

There are questions, too, about the UN system handing Somaliland's airspace to Mogadishu, and the role of a UK DFID funded airline. A journalist in the region got the run-around from UN OCHA (the type of UN systemwide stonewalling the Free UN Coalition for Access is trying to counter-act) and requested that this be asked:

"Is it true, USAID and DIFD yearly cover overall expenses incurring UNHAS running cost in Somalia? If yes, why UNDP staff paid expenses on flight and persuaded to use UNHAS instead of EU chartered airlines which is free?"

The answer provided by a "UN spokesperson in Somalia" was this:

"Following notification by authorities in Somaliland, all UN flights to and from Somaliland have been suspended with effect from yesterday at 6pm. The United Nations and its agencies are taking this transportation issue seriously and are in discussions with the relevant authorities to bring about a resolution as quickly as possible. There has been no impact on ongoing UN programmes and it is our priority to ensure no interruption of support or activities. The UN welcomes the ongoing efforts to resolve this quickly."

If that were the focus, why hand over the airspace? Here's what Lyall Grant said on Thursday:

"One of the very important roles that needs to take place in parallel with the security and stability aspect is the formulation and agreement of the constitutional relationship that will exist between the Federal Government of Somalia and some of the Somali regions, so Somaliland, Puntland and Jubaland and other regions. And one of the important roles that the Federal government of Somalia and the representatives of those regions have in the immediate future is to begin the process of dialogue to make sure that a constitutional settlement can be reached."

What was that again, about self-determination?

Somaliland: The emigration, a huge burden on poor families



It is nature for living things to seek better environment that can sustain life. Saying living things is very general but animals move from place to another looking for food, water and shelter, the basic biological needs. Such movements of animals are based on real circumstances from the environment that can no longer support life. So, to move about is necessary. But, the story of this article is a different one.

 Humans are above all living things on earth having sophisticated brain that can turn deserts into farm land when all required opportunities meet on the ground. Technical education and applied sciences can pave the way to do so. Because on proper management of the natural resources and people’s power  helped mankind to produce all sorts of products on hand today.

To the point, these years our young generations leave the country to immigrate to the west countries especially Europe crossing thousands of miles through big deserts and on seas risking their lives just to reach the escaped fortune of their imaginations! This is widespread national disaster which claimed many lives of young generation who were fed with the blood of their poor mothers that sell vegetables and milk through the streets of our cities. The school fees and the money for books and pens had been paid to educate these young people to become mature in all aspects making them real competent. But that dream dies after young people decide to go leaving everything behind. The obsession to live abroad drives these young generations to travel throughout difficulties to make their dream come true!

Many factors contribute this thing to happen for instance the social communication networks like facebook take their parts. This is because when some of these children made their way to Europe they post their pictures wearing jeans and t-shirt with a background of tall buildings; an illusion when we consider the other side of the situation. Simply this material world takes over the minds of many young people to backpack and leave enthusiastically. The worst thing that recently started in Somaliland is a network of human trafficking system that persuade young people to prepare leaving without paying any money unless they reach somewhere in Libya and Sudan. Then these children are expected to make contact with their parents to send unaffordable money or they will be held in secret places unless the ransom is paid. The report even shows that considerable number of elementary school students left classes. It is sure that the perception about Europe or elsewhere in the west countries of these children will definitely change if they win to do that puzzle.

However, the children secretly prepare the trip to Ethiopia and Sudan, after that they call their parents to send money in order to keep moving. No money no wealth, the only chance is to collect penny from anywhere whether it is borrowed or asked relatives in abroad. Sometimes some of the parents buy their small piece of land or house to secure the needs of that child. When this happens the property of the family is lost, and the poor gets poor. On the way hunting the no man’s lost treasure, some of them pass away either in the desert as a result of starvation and thirst or sharks welcome their dead bodies in the seas when the small overloaded boats sink while many more are jailed in Ethiopia and Libya, particularly in Ethiopia you can see many mothers complaining about the situation of their detained children, what happened to the fathers? I don’t know, what a horrible moment. But when we consider the image of these young people, it seems as if though they are listening, the song of ‘get rich or die trying’.

This current problem increased the existing hard life of the poor families, because parents particularly mothers spent every penny to save the child, but it is not reasonable safe. When these young people reach Europe everything changes because leaves of trees will never turn into money as some people believe it. They start struggling, doing any available job. They are exploited as cheap labors. Job is a job but different one than what they totally expected before, what is earned is adjusted to what is consumed. Everything is different, and it takes time for these immigrants to keep pace with the new life, because they dived into a nation of much diversity linguistically, culturally and socially. With all these difficulties the remittance from abroad seems to be unaffordable but inevitable to miss, just to return something back.

Why these young people leave? To answer this question could have many possible answers, but the only one always mentioned is that there are no jobs in the country worth doing. But everybody wants to be an office manager, coordinator and the like having neck tie! can this be possible? According to the reality it is not true that there are no jobs, but we don’t want to do it. For example we can invest three big job industries we have in the country like fishing industry, agricultural industry and mining industry. If the businessmen invest these industries instead of importing goodies with little quality or toxic products from overseas, then it is obvious that many chances of employment will be offered. And the young people also need relevant technical education to work on such fields, but lowering per cent passing marks in leaving examination cannot solve this problem. Otherwise graduating from schools and universities without technical profession the people will move no wheel forward. And the governmental role towards tackling such disaster seems missing.

The rate of unemployment and poverty will double if we don’t put our efforts together. The government should facilitate everything for merchants to invest our natural resources like those job creating industries mentioned above. Technical institutes should also be implemented in the country which will give young people skills and opportunities for getting jobs. Otherwise the emigration will reach its maximum point.   Anyhow, the parents that send money to the children while risking their lives, the government without drastic action against human trafficking networks, and the greedy behavior of businessmen dreaming to get the maximum theoretical profit out of importing toxic products and foods without quality instead of investing the country will all be accountable of the outcome of this disaster.
