Dad’s navy: Retired sea dogs to protect shipping from Somali pirates

The UK's first private navy in almost 200 years has been set up by a group of pioneering businessmen, former marines and retired captains and soldiers to defend shipping off the coast of east Africa from the threat of pirates.

They are frustrated at the inability of the Royal Navy, NATO, the European Union Naval Task Force and other navies to guarantee security for shipping in an area of ocean the size of North America.

“They can’t do the job because they haven’t got the budget and deploying a billion-pound warship against six guys [pirates] with $500 of kit is not a very good use of the asset,” Anthony Sharp, chief executive of Typhon, the company behind the venture, told the Times.

Typhon is chaired by Simon Murray a millionaire business man with a colorful past including a spell in the French Foreign Legion as a teenager and walking unsupported to the South Pole aged 63.

Other Typhon directors include Admiral Henry Ulrich, former commander of US Naval Force’s Europe, General Sir Jack Deverell, former commander in chief Allied Forces Northern Europe and Lord Dannatt Britain’s former chief of the general staff.

The navy will include a 10,000 ton mother ship and high speed armored patrol boats and will be led by a former Royal Navy commodore and 240 former marines and other sailors. The marines will be armed with close quarter weapons such as the M4 carbine and sniper rifles with a range of 2 km.

It will escort its first convoy of oil tankers, bulk carriers and the occasional yacht along the east coast of Africa in late March or early April. They will aim to deter pirates rather than engage in firefights.

They will sail under a British flag, which would give them the legal right to carry their weapons into harbor rather than keep them on platforms in international waters.

The navy will be funded by shipping firms in much the same way as the cargo ships sailing under Russian, Chinese and Indian flags hire private convoys.

The Russian navy as well the navies of China, India and other countries also patrol the coast off east Africa.

They are part a multinational coalition task force, called Combined Task Force 150, which took on the role of fighting piracy off of the coast of Somalia by establishing a Maritime Security Patrol Area (MSPA) within the Gulf of Aden.

But despite such a large international presence in the area, piracy still remains a problem although the pirates are now on the back foot.

According to the International Maritime Bureau, pirate attacks had by October 2012 dropped to a six-year low, with only 1 ship attacked in the third quarter compared to 36 during the same period in 2011. As of 31st December 2012, the pirates were holding four large ships and an estimated 114 hostages.

Somalia: Al Shabaab Threatens to 'Destroy Puntland, Says 'No Security Progress in Mogadishu'

Mogadishu — The spokesman for Al Shabaab extremist militants allied to Al Qeada has said that there is "no security progress in Mogadishu, " while threatening to "destroy Puntland and overthrow [Puntland Regional President] Farole ", Garowe Online reports.


In an audio recording from an undisclosed location posted on the Internet, Al Shabaab spokesman Ali "Dheere " Mohamud Rage said: "Look at the artillery hitting Villa Somalia presidential compound [in Mogadishu]. There is no improving security and Al Shabaab is present in every district of Mogadishu. The Christian enemies have claimed that they control provincial towns, but Al Shabaab attacks and kills Christian enemies, most recently yesterday when we blew up a military truck with Burundi soldiers in Merka. "

Ali Dheere 's voice could not be independently verified, but the audio recording was posted on Sunday on Al Shabaab websites on the Internet and circulated to Somali media.

"This is the best time for Al Shabaab. There has been heavy fighting and shelling in Mogadishu the past few nights. Everyday we kill enemies in Merka, Jowhar, Garbaharey, Leego, and don 't even mention Kismayo. The enemies are suffering death and destruction and Al Shabaab is getting stronger, " the extremist militants ' spokesman claimed.

"The people of Mogadishu used to live with honor, now they live under colonialism of Uganda, Ethiopia , Kenya, and B urundi, " said Ali Dheere.

'Destroy Puntland ': Al Shabaab

Al Shabaab spokesman Ali Dheere threatened to destroy the Puntland government, which administers vast regions in northern Somalia.

"I hear media reports of [Puntland President] Farole saying that the law allows this or that, and another idiot group saying the law allows this . We say only Islamic law is the law. Al Shabaab has waged war against Puntland near Bossaso and we will overthrow Puntland administration and bring Islamic law to Puntland, " said Ali Dheere.

Continuing, the Al Shabaab spokesman said: "We call on the people of Puntland to join Al Shabaab and to fight the Ethiopian and the American Christian colonizers. We will destroy Puntland and overthrow Farole and his friends. "

On the nights of On Dec. 5, 2012, and on Jan. 3, 2013, Al Shabaab militants hiding out in Galgala Mountains attacked Puntland military outposts in the mountains. Puntland officials have said that government forces repulsed the Al Shabaab attack and inflicted casualties on the extremists, who fled deeper into the mountains

Security officials said Puntland government forces stationed in the mountains are prepared to defend against Al Shabaab attacks, explaining that the militants hide out in a mountainous terrain among caves and valleys.

In October 2010, Puntland government forces overr an Al Shabaab hideouts in the Galgala Mountains at the end of a three-month military offensive.

In an ancient Somali poem, Coldiid is a wise warrior who rejects all forms of violence. Mocked at first by his peers, he eventually shows them that violence is not a way to earn respect or love.


This story may be lost on many of today’s Somali warriors, because so few of them will have any education — yet another brutal consequence of instability in Somalia that has been dragging on for more than 20 years. 

Africa’s conflicts remain a key obstacle to education and a better start in life for millions of African children. But away from the Somali and other conflicts, Africa has made major progress. 

The recently held Kwani LitFest 2012 was a great example of the Horn’s impressive cultural legacies and it proved that we can take some comfort that all across Africa, millions more children are going to primary school and dropout rates have tumbled.

The ability to read and write means the ability to buy and sell, to trade and make a living. An additional year of school in a poor country, for instance, has the potential to increase a person’s income by ten per cent.

Education is the best possible opportunity of securing decent work.

To our north and west, the lack of jobs, justice, and equity prompted popular uprisings all across the Middle East. If Africa is to avoid the same fate, then we must do all that we can to keep youth unemployment down. 

But with the world’s fastest growing populations, governments and societies face a real challenge to create jobs fast enough.  

Our continent’s rapid population boom means that by 2020, Africa’s population of 15-24 year olds will rise from 172 million to 246 million. Africa must create another 74 million jobs in order to prevent youth unemployment from rising.

Africa may have some of the fastest growing economies in the world, but growth — especially when generated by oil and mining — does not automatically translate into jobs. 

Some analysts say that if we can persuade them to invest in Africa, manufacturing industries offer good hope for job creation in Africa. Africa is more connected with the world than ever before. But this is a highly competitive world. Our workforces must be better educated to be competitive. 

To be sure, Africa has seen an increase in primary school enrolment from 60 per cent in 2000 to 76 per cent in 2009, and reduction in school dropout from 42 million to 30 million within the same period.

Much as the continent must raise its education standards, existing analyses suggest we are way off track. By 2025, a decade after the MDG target date for universal primary education, Africa will still have 17 million children out of school, according to a recent report by the Africa Progress Panel. 

And millions of African children are still emerging from primary school lacking the basic skills in literacy and numeracy.

Gloomy stuff, but then some African countries have made extraordinary progress with their education.

The European Parliament adopted EU Strategy for the Horn of Africa on 10 December 2012 and notes that Somaliland has so far been very successful in consolidating security and stability on its territory and in cooperating in the fight against piracy and terrorism; expresses concern, however, that should Al-Shabaab regroup in its mountainous border regions, Somaliland may become vulnerable; stresses,

Rochester Hills Company expands into the Horn of Africa

PAT USA of Rochester Hills, MI announced yesterday they are in the final stages of opening a branch office in Djibouti, one of the four countries that make up the Horn of Africa.

Djibouti, slightly smaller than Massachusetts, occupies a strategic geographic location at the mouth of the Red Sea and serves as an important transshipment location for goods entering and leaving the east African highlands. The country is also the terminus of rail traffic into Ethiopia and hosts the only US military base in sub-Saharan Africa; Camp Lemonnier.

This facility is located near the Djibouti airport and the Djiboutian government is allowing the United States to use the base for demining, humanitarian, and counter-terrorism efforts. From design/build construction projects on the base to the installation of solar panels and power plants; many American companies who are doing work in Djibouti are mainly working at Camp Lemonnier. However, that is the difference between every other American company and PAT USA.

“We are seeking to work with Djibouti to establish infrastructure improvements to support the country’s income and population growth,” said Rick Weaver, Vice President of PAT.
