Somalia: Rape flourishes in Mogadishu’s IDP camps

Having fled violence in their home regions, Somali women remain at risk from sexual predators while in temporary homes.

Mogadishu, Somalia – After a protracted conflict that has lasted more than two decades, there’s now a sense of relative calm and security in Somalia. The unidentifiable gunmen that patrolled the streets have been replaced by men in smart uniforms.

Road blocks that once divided the city between government and al-Shabab controlled areas have been removed; traffic flows freely. Somalis are flocking to the beach, old houses are being renovated and are glistening with fresh coats of paint.

But not everybody enjoys the newly found sense of security.

Camps filled with Internally Displaced Persons – people forced to flee the violence and insecurity of their home regions – are still a common sight. But for the women who live in them, violence and insecurity are still pertinent issues.

Nura Hirsi is a 27-year-old widow living in the Burdubo IDP camp in the Tarabunka neighborhood of West Mogadishu. She says she was raped by seven government soldiers when they forced entry into her home on Saturday, December 29.

“It was 1am, my children were sleeping when these men entered my house,” she told Al Jazeera. “Some of them were armed with AK47s. They slapped me, ordered me outside and raped me. They did all kind of things to me. I couldn’t fight them or defend myself. How could I against seven armed men?”

Nura said that nobody would come to help her during the attack.

“People are afraid to leave their houses at night to come see what is happening. Everybody is afraid; they are scared for their lives.

“After they left, I cried. In the morning I went to the hospital and they gave me some medicine to take, but I didn’t tell them of all that took place. They are Somalis and I don’t want people to know.”

Authorities do not take allegations of rape – even gang-rape – seriously, she said.

“I went to the police but they were not really interested. People get killed in Mogadishu; I didn’t die. To them rape isn’t so serious. Nobody is ever arrested. Even the person in charge of the IDP camp was not interested. He didn’t say anything when I told him. I would even like to speak to the radio stations – but who will give me that chance?”


Stigma of rape
Abdalle Muumin is a Somali journalist. He said much of the country’s media ignored sexual violence, leading to an enduring stigma faced by rape victims.

“There is a culture in Somalia, where a victim of rape will report that so-and-so attempted to rape them, but nobody is ever comfortable to come forward, speak up and say that they were raped,” he said.

“Another reason why you don’t hear anything about IDP-related news is because editors and media owners are not interested in that. When reporters file news regarding IDPs it is not aired; in fact it’s referred to as shuban biyood ["diarrhoea"].

“Editors and owners are more interested in political news; it cost money to produce a radio package. In politics, there is money.”

Fartun Abdisalaan Adan is a co-founder of Sister Somalia, an organisation formed in 2010 which opened the first rape crisis centre in Mogadishu.

Attitudes towards rape are slowly changing, she said. The subject is no longer taboo – but a lot more needs to be done to tackle it: “When we first started our work, there was a lot of denial from the government and men, and a lot of women were ashamed to speak up – but slowly we gained their trust. Now people in Somalia talk about it, no-one can deny that it is happening, although the response is still slow.”

Rape is still a huge problem, however, and as many as seven new victims arrive each week at Sister Somalia’s Mogadishu office alone.

“Women in the IDP camps are especially vulnerable. If you look at IDP camps, it is mostly lone women with children who live there,” she said. “[The camp] is not a house, there is no door. A man can come in any time and do whatever he wants to you, knowing he will get away with it.

“When [victims of rape] come to our office, our first reaction is to take them to a hospital to get medical help and pay their fees; then it’s back to our centre where the counselling begins. We also discuss whether they want to go back to their home, if they choose to move then we assist them with relocation. We have also established a safe house where they can stay temporarily until suitable accommodation is found. Currently, we are assisting around 400 women who have been raped or whose daughters were raped.”

The safe house is especially useful to young girls who have run away from their families after becoming pregnant as a result of rape.

“Younger girls, often 16 or 17, are usually afraid to tell their parents they have been raped and may now be pregnant, for fear they will not be believed, especially by their fathers; so they run away and stay at our centre. These younger victims are the ones who are most reluctant to report they were raped because they are also worried about their future and whether being a victim of rape will lessen their chances for marriage.”


‘Not a women’s issue’
Speaking via a telephone from Galcayo, south central Somalia, humanitarian activist and this year’s Nansen Refugee Award winner, Hawa Aden Mohammed, expressed concerns about the cultural reservation among victims to speak out, as well as the seeming culture of impunity for the perpetrators of sexual violence.

“It is not so easy to pursue legal action when the law is so relaxed or non-existent,” she told Al Jazeera. “In my experience, 90 percent of women who were raped are reluctant to go to authorities because they are afraid or they are not confident anything will be done. There is also a need to educate; a lot of these women feel ashamed, they view themselves as haram, spoiled, dirty – and are unwilling to talk about it.

“The government needs to do more to address the issue of violence against women in all its forms. This is not a women’s issue, it is a society issue.”

The new Somali government has only been in power for two months, but, according to the Director General at the Minister for Labour, Youth and Sports, Aweis Haddad, “the government is doing it best to prevent such things. One of the first things that president did when he came to office is speak out against rape and gender based violence.”

He concluded by shifting blame, denying state troops were primarily responsible for the sexual violence against women such as 27-year-old Nura.

“A lot of people are able to put on government uniforms and pretend to be the police or the army, but they are not. In some cases it’s the Shabab,” he said.

“We treat every crime seriously. If people in government are found to behind such things, action will be taken.”

Names of rape survivors have been changed to protect their identity.

Dad’s navy: Retired sea dogs to protect shipping from Somali pirates

The UK's first private navy in almost 200 years has been set up by a group of pioneering businessmen, former marines and retired captains and soldiers to defend shipping off the coast of east Africa from the threat of pirates.

They are frustrated at the inability of the Royal Navy, NATO, the European Union Naval Task Force and other navies to guarantee security for shipping in an area of ocean the size of North America.

“They can’t do the job because they haven’t got the budget and deploying a billion-pound warship against six guys [pirates] with $500 of kit is not a very good use of the asset,” Anthony Sharp, chief executive of Typhon, the company behind the venture, told the Times.

Typhon is chaired by Simon Murray a millionaire business man with a colorful past including a spell in the French Foreign Legion as a teenager and walking unsupported to the South Pole aged 63.

Other Typhon directors include Admiral Henry Ulrich, former commander of US Naval Force’s Europe, General Sir Jack Deverell, former commander in chief Allied Forces Northern Europe and Lord Dannatt Britain’s former chief of the general staff.

The navy will include a 10,000 ton mother ship and high speed armored patrol boats and will be led by a former Royal Navy commodore and 240 former marines and other sailors. The marines will be armed with close quarter weapons such as the M4 carbine and sniper rifles with a range of 2 km.

It will escort its first convoy of oil tankers, bulk carriers and the occasional yacht along the east coast of Africa in late March or early April. They will aim to deter pirates rather than engage in firefights.

They will sail under a British flag, which would give them the legal right to carry their weapons into harbor rather than keep them on platforms in international waters.

The navy will be funded by shipping firms in much the same way as the cargo ships sailing under Russian, Chinese and Indian flags hire private convoys.

The Russian navy as well the navies of China, India and other countries also patrol the coast off east Africa.

They are part a multinational coalition task force, called Combined Task Force 150, which took on the role of fighting piracy off of the coast of Somalia by establishing a Maritime Security Patrol Area (MSPA) within the Gulf of Aden.

But despite such a large international presence in the area, piracy still remains a problem although the pirates are now on the back foot.

According to the International Maritime Bureau, pirate attacks had by October 2012 dropped to a six-year low, with only 1 ship attacked in the third quarter compared to 36 during the same period in 2011. As of 31st December 2012, the pirates were holding four large ships and an estimated 114 hostages.

Somalia: Al Shabaab Threatens to 'Destroy Puntland, Says 'No Security Progress in Mogadishu'

Mogadishu — The spokesman for Al Shabaab extremist militants allied to Al Qeada has said that there is "no security progress in Mogadishu, " while threatening to "destroy Puntland and overthrow [Puntland Regional President] Farole ", Garowe Online reports.


In an audio recording from an undisclosed location posted on the Internet, Al Shabaab spokesman Ali "Dheere " Mohamud Rage said: "Look at the artillery hitting Villa Somalia presidential compound [in Mogadishu]. There is no improving security and Al Shabaab is present in every district of Mogadishu. The Christian enemies have claimed that they control provincial towns, but Al Shabaab attacks and kills Christian enemies, most recently yesterday when we blew up a military truck with Burundi soldiers in Merka. "

Ali Dheere 's voice could not be independently verified, but the audio recording was posted on Sunday on Al Shabaab websites on the Internet and circulated to Somali media.

"This is the best time for Al Shabaab. There has been heavy fighting and shelling in Mogadishu the past few nights. Everyday we kill enemies in Merka, Jowhar, Garbaharey, Leego, and don 't even mention Kismayo. The enemies are suffering death and destruction and Al Shabaab is getting stronger, " the extremist militants ' spokesman claimed.

"The people of Mogadishu used to live with honor, now they live under colonialism of Uganda, Ethiopia , Kenya, and B urundi, " said Ali Dheere.

'Destroy Puntland ': Al Shabaab

Al Shabaab spokesman Ali Dheere threatened to destroy the Puntland government, which administers vast regions in northern Somalia.

"I hear media reports of [Puntland President] Farole saying that the law allows this or that, and another idiot group saying the law allows this . We say only Islamic law is the law. Al Shabaab has waged war against Puntland near Bossaso and we will overthrow Puntland administration and bring Islamic law to Puntland, " said Ali Dheere.

Continuing, the Al Shabaab spokesman said: "We call on the people of Puntland to join Al Shabaab and to fight the Ethiopian and the American Christian colonizers. We will destroy Puntland and overthrow Farole and his friends. "

On the nights of On Dec. 5, 2012, and on Jan. 3, 2013, Al Shabaab militants hiding out in Galgala Mountains attacked Puntland military outposts in the mountains. Puntland officials have said that government forces repulsed the Al Shabaab attack and inflicted casualties on the extremists, who fled deeper into the mountains

Security officials said Puntland government forces stationed in the mountains are prepared to defend against Al Shabaab attacks, explaining that the militants hide out in a mountainous terrain among caves and valleys.

In October 2010, Puntland government forces overr an Al Shabaab hideouts in the Galgala Mountains at the end of a three-month military offensive.

Somalia’s literary lessons on education: More teachers, classrooms and jobs

In an ancient Somali poem, Coldiid is a wise warrior who rejects all forms of violence. Mocked at first by his peers, he eventually shows them that violence is not a way to earn respect or love.


This story may be lost on many of today’s Somali warriors, because so few of them will have any education — yet another brutal consequence of instability in Somalia that has been dragging on for more than 20 years. 

Africa’s conflicts remain a key obstacle to education and a better start in life for millions of African children. But away from the Somali and other conflicts, Africa has made major progress. 

The recently held Kwani LitFest 2012 was a great example of the Horn’s impressive cultural legacies and it proved that we can take some comfort that all across Africa, millions more children are going to primary school and dropout rates have tumbled.

The ability to read and write means the ability to buy and sell, to trade and make a living. An additional year of school in a poor country, for instance, has the potential to increase a person’s income by ten per cent.

Education is the best possible opportunity of securing decent work.

To our north and west, the lack of jobs, justice, and equity prompted popular uprisings all across the Middle East. If Africa is to avoid the same fate, then we must do all that we can to keep youth unemployment down. 

But with the world’s fastest growing populations, governments and societies face a real challenge to create jobs fast enough.  

Our continent’s rapid population boom means that by 2020, Africa’s population of 15-24 year olds will rise from 172 million to 246 million. Africa must create another 74 million jobs in order to prevent youth unemployment from rising.

Africa may have some of the fastest growing economies in the world, but growth — especially when generated by oil and mining — does not automatically translate into jobs. 

Some analysts say that if we can persuade them to invest in Africa, manufacturing industries offer good hope for job creation in Africa. Africa is more connected with the world than ever before. But this is a highly competitive world. Our workforces must be better educated to be competitive. 

To be sure, Africa has seen an increase in primary school enrolment from 60 per cent in 2000 to 76 per cent in 2009, and reduction in school dropout from 42 million to 30 million within the same period.

Much as the continent must raise its education standards, existing analyses suggest we are way off track. By 2025, a decade after the MDG target date for universal primary education, Africa will still have 17 million children out of school, according to a recent report by the Africa Progress Panel. 

And millions of African children are still emerging from primary school lacking the basic skills in literacy and numeracy.

Gloomy stuff, but then some African countries have made extraordinary progress with their education.

Rochester Hills Company expands into the Horn of Africa

PAT USA of Rochester Hills, MI announced yesterday they are in the final stages of opening a branch office in Djibouti, one of the four countries that make up the Horn of Africa.

Djibouti, slightly smaller than Massachusetts, occupies a strategic geographic location at the mouth of the Red Sea and serves as an important transshipment location for goods entering and leaving the east African highlands. The country is also the terminus of rail traffic into Ethiopia and hosts the only US military base in sub-Saharan Africa; Camp Lemonnier.

This facility is located near the Djibouti airport and the Djiboutian government is allowing the United States to use the base for demining, humanitarian, and counter-terrorism efforts. From design/build construction projects on the base to the installation of solar panels and power plants; many American companies who are doing work in Djibouti are mainly working at Camp Lemonnier. However, that is the difference between every other American company and PAT USA.

“We are seeking to work with Djibouti to establish infrastructure improvements to support the country’s income and population growth,” said Rick Weaver, Vice President of PAT. In 2013, the United States will chair the Contact Group on Piracy off the Coast of Somalia, a partnership of nearly 80 countries and international organizations that has been working since 2009 to turn the tide on maritime crime along one of the world's busiest shipping corridors.

In a communiqué following their December 11, 2012 meeting in New York, the Contact Group noted continued significant reductions in attacks and hijackings and called for a renewed international commitment to combating piracy through military, law enforcement, and development activities. Among its recommendations, the Contact Group:

- Stressed the need for greater cooperation between all stakeholders, including states, relevant organizations, and the private sector for the prosecution of pirates, as well as for the liberation of seafarers from pirate captivity.

- Called on Somali authorities to develop a detailed maritime security strategy to facilitate close cooperation with the international community to disrupt and counter pirate activity.

- Underlined the need to maintain present levels of operational activity, coordination and force generation in order to keep pressure on pirates and consolidate recent gains.

- Recognized the need to strengthen mechanisms to prosecute pirates apprehended off the coast of Somalia and reiterated the urgent need to investigate and prosecute anyone who incites or intentionally facilitates piracy operations.

- Noted the importance of ongoing work to dismantle piracy networks, with particular focus on the leaders, financers and enablers of piracy.

Speaking after the meeting, Mr. Hague, said Somalia had made tangible progress in recent months, both politically, following the end of the transitional period, and in improving security, with Al-Shabaab pushed out of major towns. It was, he said, critical that this momentum continued. Somalia's Foreign Minister outlined the Somali government's plans to tackle the challenges ahead including improving security, increasing access to justice, transparent financial management, political reconciliation and economic development.

Dr. Omar briefed Mr. Simmonds on Somaliland's recent local elections, and thanked the Minister for the assistance the UK is providing to Somaliland, its help with the security sector, and its support for the elections.

Dr. Omar said Somaliland was ready to resume talks with Somalia now that President Hassan Sheikh Mohamud had established his new government in Mogadishu. Mr. Simmonds confirmed Britain's commitment to support Somaliland development and democratic achievements and said the UK would be happy to facilitate dialogue between Somaliland and Somalia when the two sides are ready to resume talks.

Army plans to shift troops to U.S. Africa Command Aims for quick crisis response

U.S. Africa Command, the military’s newest regional force, will have more troops available early next year as the Pentagon winds down from two ground wars over the past decade, Gen. Raymond T. Odierno, Army chief of staff, told The Washington Times.

Odierno’s Regionally Aligned Forces concept, small teams of soldiers, eventually totaling about 1,200 troops, will begin deploying to Africa in March in an effort to place troops strategically around the globe to respond quickly to sudden challenges in hot spots such as Libya and to develop ties with the people and officials in host countries.

“It’s about us moving towards a scalable, tailorable capability t to shape the environment they’re working in, doing a variety of tasks from building partner capability to engagement, to multilateral training to bilateral training to actual deployment of forces, if necessary,” Gen. Odierno said in an interview.

Amid budget cuts and with President Obama’s new military strategy downplaying the chances of another major land war, the Army has sought to maintain its relevance among admirals and generals in the Pacific, the Middle East and North Africa — likely places for the next flash point. When terrorists attacked the U.S. Consulate in Benghazi, Libya, on Sept. 11, no U.S. troops were close enough to help.

Gen. Odierno, the Army’s 38th chief of staff, said the idea for the Regionally Aligned Forces came to him during his tours of duty as the top U.S. commander in Iraq and as the commander of U.S. Joint Forces. He realized then that combatant commanders — the generals and admirals conducting foreign operations — wanted better-defined support for their missions and were not getting it from the Army because it was engaged in Iraq and Afghanistan.

Under the Regionally Aligned Forces plan, brigades will be designated to geographic combatant commands to develop regional expertise and conversational language skills, as well as prepare for and conduct different-sized missions ranging from training host nation forces to field operations.

“In the past, we just said, ‘Hey, if you need us, call us and we’ll be there,’ but now it’s much more specific,” Gen. Odierno said. “It’s much more detailed, which gives more confidence to the combatant commanders that, in fact, the people they get will understand their area, will be understanding of the culture, of the physical terrain, of the virtual terrain, of the human terrain that they’ll have to operate in. I think that makes a big difference.”

Ready, responsive
Beginning in March, small teams of soldiers from the 2nd Heavy Brigade Combat Team, 1st Infantry Division, based in Fort Riley, Kan., will conduct at least 108 missions in at least 34 countries in Africa through mid-2014.




The missions could include humanitarian assistance and disaster relief, training host-nation forces in marksmanship, first aid and other skills, and conducting military exercises. To prepare for these missions, soldiers are studying the regions and cultures of countries where they will deploy, and learning Arabic, Swahili, French and Portuguese.

According to the Combat Team’s commander, Col. Jeff Broadwater, the brigade will not deploy as a whole, but as smaller units to carry out the missions, some of which will last as short as a week and others as long as a month.

All missions will be conducted at the request of the host nation and will be coordinated with Africa Command and the State Department, Col. Broadwater said.

Gen. Odierno said the Regionally Aligned Forces concept fulfills the new defense strategy, which calls for more engagement with U.S. partners around the world. It also provides a way for seasoned soldiers to practice skills learned from a decade of war-fighting and for recruits to experience new opportunities around the world.

A key requirement is the Army’s readiness for every conceivable type of situation, such as the consulate attack in Benghazi, said British Col. James Learmont, an exchange officer working on the Army’s concept.

“Responsiveness is a pretty key component of this because everybody wants us to be more responsive — in other words, quicker,” Col. Learmont said in a separate interview.

Gen. Odierno concurred.
“Complexity of the world is changing by the minute. A lot of it has to do with how quickly information is proliferated around the world. It has an impact on many different nations, especially those that don’t have confidence in their governments,” the Army chief of staff said.

“So what’s happening is you’re finding that we have to be prepared to react to many small-scale potential contingencies, and so by aligning ourselves with combatant commands, it gives them more capability capacity and the ability to respond quicker.”

‘A test case’
Col. Learmont, the British exchange officer, said most of the missions will consist of training, not operational, tasks. But “if their combatant commander does require something that falls into the operational bandwagon, then we have the facilities to react to that with the approval of the secretary of defense and the Joint Staff,” he added.

Gen. Odierno said U.S. soldiers could be involved in direct-action operations but noted that their main purpose is to help host nations develop capabilities to handle their own issues, whether it’s terrorism or local conflicts.

There is no shortage of conflict in Africa, what with Islamic extremists increasing their activities in North Africa, ongoing instability in Libya, militant uprisings in oil-rich Nigeria and a civil conflict in the Republic of Congo.

As the smallest of the U.S. geographic combatant commands, U.S. Africa Command, or Africom, has had no shortage of resource demands.

“I picked what I thought is an area that is growing in importance and that we have the opportunity to shape it now to prevent conflict later. So that’s why we chose Africa first as a test case,” Gen. Odierno said. “In Africom, it will give us the opportunity to provide a range of capabilities that are needed, from very small to a bit larger, so I think for us, it’s a great test for the concept to see if it works.”

Gen. Odierno envisions the Regionally Aligned Forces concept to involve the total Army force, including the Reserve, the National Guard and all military occupational specialties, including intelligence, logistics, network support and engineering, and will be broadened to include the U.S. Special Operations Command.

“As we continue to now progress into our new strategy, we think there are a lot of links that will enable conventional forces to provide support to Special Operations Command as they continue to do counterterrorism and other missions around the world,” he said. “So we are working very closely with them to develop the criteria that would allow us then to align forces to support them as they conduct their worldwide missions.”

With regard to a smaller defense budget, Gen. Odierno said, the new concept is an “efficient and optimal use of our resources that will help us to provide security.”

“We’ll learn as we go. We have to figure out specifically how it’ll be funded, but we’ll work our way through that as we go,” he said.

During his prophetic mission, Jesus (peace be upon him) performed many miracles. The Qur'an tells us that he said:

"I have come to you with a sign from your Lord: I make for you out of clay a figure of a bird, and breathe into it and it becomes a bird by God's leave. And I heal the blind, and the lepers, and I raise the dead by God's leave." (Qur'an 3:49)

Neither Muhammad nor Jesus (peace be upon them) came to change the basic doctrine of the belief in One God, brought by earlier prophets, but to confirm and renew it.
